Roving Logistician

Contractual conditions:

Expatriate contract under Swiss labour code 2’950 CHF (~2’550 €) < > 4'300 CHF (~3’700 €) net /month according to experience x 13, Holidays: 25 days per year. Local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.

Context:

Tdh has been present in Iraq since 2014 with NFI distributions in Dohuk Governorate and in October 2015 launched unconditional cash assistance with the support of Swiss Solidarity. Since these first interventions, Tdh is now present in eleven districts (Anah, Al-Qa’im, Haditha, Tal Afar, West and East Shirqat, Tikrit, Baiji, Hawija, Kirkuk and Tooz) across four Governorates (Salah al-Din, Kirkuk, Nineveh and Al-Anbar) with operations in the two latter districts since 2017 as Tdh followed the frontlines to provide emergency assistance. Tdh was the first INGO to have field offices in Tikrit, Shirqat, Tal Afar and Anah.

Tdh’s strategy consists on providing emergency assistance in hard-to-reach and newly accessible areas with an integrated emergency response to conflict affected people while building the capacity of its current response in areas where services are being re-established.

Main responsibilities:

S/He ensures gap filling of log manager as per the needs.

S/He es responsible of the Tdh Logistics Emergency Team. The Roving Logistician ensures the opening of new bases with the support of the Emergency Response Manager.

S/he is in charge to implement logistics Tdh procedures and train the logistics national staff in appointed Tdh bases.

S/he will ensure the respect of logistics procedures and processes at capital and field level. S/he will Initiate discussions on improvements to be made in his/her base related to Logistics . Participate in the development of new tools in his/her field of activity.

Fonction details:

Management of the fleet of vehicles/equipment

  • Organizes the allocation and provision of the vehicles/equipment,

  • Identifies the requirements and choose the suppliers,

  • Provides training in the handling of equipment and develop operating procedures,

  • Ensures a proper follow up of movement and fuel is in place (log book, monthly fuel follow up, etc.),

  • Monitors the additional equipment required and advises on the purchase,

  • Ensures that the preventive and curative maintenance of vehicles is done,

  • Diagnoses breakdowns and organizes the repairs,

  • Installs the equipment and maintains it,

  • Implements the monitoring tools.

Procurement – supply – Transport of goods

  • Handles orders and service contracts according to established rules,

  • In collaboration with the Logistics Coordinator, organizes the different stages in purchasing goods and services: orders, tracking, taking delivery, any customs clearance, conformity checks and budget check,

  • Ensures purchasing logistics procedures are followed,

  • Chooses the methods of transporting and packaging the merchandise,

  • Schedules shipments and tracks them up to their final destination,

  • Organizes the local transport.

Stock Management

  • Chooses the storage site and its layout plan,

  • Ensures the flow of merchandise is organized,

  • Takes delivery of the merchandise and checks the quality & quantity,

  • Monitors the stock list and implements the relevant tools (stock cards, bin cards etc..).

Equipment and accessories management

  • Identification, registration and labeling of all the equipment,

  • Follow up and update of the equipment and accessories’ list.

Management of office and guest houses contracts and functioning

  • Handles rental contracts for all premises,

  • Handles contracts linked to utilities of the premises (water, electricity, etc),

  • Ensures adequate and required equipment/furniture are in place and functioning,

  • Ensures follow up and supply of office supplies,

  • Organizes various maintenance and repairs if needed.

Security Management

  • Adheres strictly to Tdh and country security rules,

  • Participates in the elaboration and updating of the country security plan and guidelines,

  • Holds security briefings,

  • Ensures that safety equipment is present, up-to-date and in compliance in the different office, guest houses and project locations.

Coordination and General support

  • Organizes travels in the framework of the projects (planning, vehicles, tracking movements, escort, etc.),

  • Provides team members with the information necessary for the successful implementation of the projects,

  • Makes suggestions and participates in the development of new tools in his/her field of activity,

  • Creates strategies to improve the support for the programs in the intervention zone.

HR management

  • Provides appropriate training, mentoring, coaching and capacity building of the team under her/his responsibility,

  • Organizes team meetings and provides weekly program update and staff planning,

  • Follows up daily worker staff attendances, and provides weekly attendance sheets to admin department to facilitate payroll process,

  • Ensures regular feedback to the staff under her/his responsibility and appraisal process when needed,

  • Supports disciplinary measures application if needed.

Budget

  • Adheres to and enforces current budget guidelines.

Reporting

  • Writes the monthly reports with analysis of the results,

  • Writes logistics section of donor reports and Tdh annual report.

Strategy and Policy

  • Together with the Logistics Coordinator and the Project Managers, contributes to drawing up and implementing of intervention strategies with relation to project teams.

Other

  • Agrees to comply with Tdh Code of Conduct and promotes Child Safeguarding policy,

  • Reports serious cases of abuse on children that she/he would be aware of in Tdh’s intervention locations. Strict confidentiality must be respected,

  • Adheres to and enforces current administrative and logistical regulations and procedures,

  • Works in close collaboration with wash and protection projects and departments.

Emergency response

  • Participates in the assessments of the new area/s and produces report/s covering aspects related to security situation, assessment, of buildings logistic constraints, organization chart needed, market survey.

  • Provide technical logistics guidance and assistance to country projects/ programme level Ensures the smooth implementation of Logistics for the new bases in term of energy, telecommunication, assets, fleet and premises.

  • Increase and develops local capacity in especific logistics aspects covering supply and technical aspects through formal training.

  • Responsible for logistics emergency’s budget of the base.

  • Supervises all aspect related to the Supply chain for the emergency team at local base level.

  • Impements the Tdh Logistics tools.

  • Manages the equipment, communication means, and pool of Vehicles.

  • Makes sure that the measures related to the security plan are known by all staff (national and international), respected and followed through trainings and briefings.at base level in accordance with the country national security plan.

  • Supervises the Logistics Emergency Team at base level : Identify needs for recruiting new members , takes part in recruitment process , establishes work plans for the team, delegates activities and checks if they are properly executed, (already mentioned above).

Profile:

This function requires the mastery of Personal, Social and Leadership Competencies (PSLC), Technical and Methodological Competencies (TMC) and Management and Strategic Competencies (MSC)

In particular

  • Organized, sense of human relations, diplomacy, communication skills.

  • Desirable: proactive, autonomous, rigorous, analytical, willingness and motivation to work in an international and intercultural context.

As well as the following specific « professional » competencies:

Knowledge

  • Professional diploma or university degree is a Logistics field (supply, IT, mechanic…)

  • Experience in a similar position

  • At leat 2 years ‘ experience in a similar position

  • Advance IT knowledge (hardware and software, Microsoft Office, Internet)

  • Previous experience with an NGO is mandatory

  • Previous experience in emergency response situation is highly appreciated

Skills

  • Required skills: diplomacy, organization skills, interpersonal and communication skills

  • Desirable: proactive, autonomous, rigorous, analytical, willingness and motivation to work in an international and intercultural environment

Languages

  • Fluent in English (written and spoken)

  • Knowledge of Arabic is an asset

Context:

The Terre des hommes Foundation, a member of the International Federation Terre des hommes, is the largest international child right NGO in Switzerland. The Child Protection Technical Advisor will be a key function within the new regional organization, ensuring technical support and oversight of child protection interventions in the region focusing on two main programmes, tackling child labour and children on the move, and will champion child protection as a transversal approach to programming within the regional and across the wider organization.

Fonction details:

  • Contribute to the development of strategies and policies related to child protection.

  • Ensure quality development and implementation of child protection related interventions within the Asia zone under the supervision of Regional Manager.

  • Developing and writing grant proposals to foundations and other grant-making organizations, persuasively communicating the organization’s mission and programs to potential funders.

  • Providing writing support for major donor and individual contribution letters and acknowledgements.

  • Ensure mainstreaming and implementation of child protection systems strengthening approaches regionally.

  • Ensure technical support to child protection and psychosocial interventions of Tdh within the region.

  • Facilitate the development of community of practices in the field of child protection in Asia, including through the Child Protection Hub platform, and particularly in relation to the protection of children on the move and juvenile justice.

  • Lead or facilitate child protection related capacity development initiatives of social actors within the region.

  • Support in developing and strengthening multi-stakeholders and multi-disciplinary partnerships to strengthen child protection across the region.

  • Contribute to advocacy and networking in the region on child protection and violence against children issues- others if need be.

  • Facilitate cross-learning between country programs in the region and across regions.

Profile:

Education: University degree in relevant field, preferably in social work, psychology or development studies

Language: Excellent oral and written skills in English is essential

Experiences and aptitudes:

  • At least 5 years of child protection experience, working with vulnerable children, families and communities

  • Experience in designing and writing funding proposals

  • Knowledge of institutional and private donors

  • Experience in developing training materials and delivering trainings is considered an asset

  • Field experience of working directly with children is an added value

  • Prior experiences of working on child labour issues and with children affected by migration

  • Knowledge of child labour in supply chain is an added value

  • Experience of working in a highly collaborative environment with minimal direct supervision in a complex regional setting.

Context:

Terre des hommes (Tdh) focuses on developing and strengthening health activities to improve the conditions of the most vulnerable children around the world and to make a sustainable systemic change.

Main responsibilities:

The objective of this post is to support the Health Programme to reinforce Tdh’s position as a renowned international actor in Maternal, Newborn, and Child Health (MNCH). Under the supervision of the Global Health Coordinator, the Health Advisor will contribute with the development and implementation of the programme monitoring and evaluation framework, will support the definition and execution of health activities according to Tdh’s strategy and country needs, and will provide technical guidance in the areas of MNCH, nutrition, WASH and community participation work.

Fonction details: Project management:

  • Support regional and country delegations on the development of project proposals.

  • Provide sound, relevant, and up-to-dated guidance on MNCH, nutrition, WASH and community participation topics contributing to the development of specific topic strategies.

  • Follow up predefined work plans and budgets of assigned delegations/projects.

Monitoring, evaluation and reporting:

Profile:

Experience and professional skills:

  • Professional degree in nursing, medicine or related health field. A post-graduate degree in public health or health administration would be an asset.

  • Experience of at least 2 years on implementation of MNCH projects, preferably in low income countries.

  • Experience on the implementation of monitoring and evaluation tools as well as report writing.

  • Sound knowledge on nutrition, WASH and community participation. Working experience in these fields would be desirable.

  • Excellent oral and written skills in French and English.

Main responsibilities:

In his/her capacity as representative of Terre des hommes, the WASH Project Manager supervises Wash in school and Water treatment Plan(WTP) project and operations activities being implemented in the framework of Tdh projects. S/he participates in the assessment, network equipments, testing and maintenance activities. S/he also supervises and follows-up activities done by Tdh staff or external service providers and contractors. S/he validates the quality of the work in regard to the Tdh mandate and commitments, and international standards.

Fonction details:

Programme Planning and Implementation

  • Responsible for the implementation of the WASH maintenance, rehabilitation, and operation activities on Water Treatment Plants and Water Network. Also responsible for the project Wash in School;

  • Ensures implementation of the activities in line with relevant national/international standards, codes of conduct, and humanitarian principles; ensures that WASH activities correspond to the standards of the Iraqi government, WASH Clusters, and Tdh guidelines;

  • Supervises team members by assigning them activities according to the priorities (including setting up the activities schedule every week) and supports them in order to reach the project objectives;

  • Supervises and directs work through external service providers, including suppliers and contractors (mechanical and electrical work), in order to match deadlines, quality and industrial standards;

  • Reviews the budget with the line manager, in order to direct future spendings or change expenses forecasted; keeping proper records of expenditures and reports on these to the line manager;

  • Communicates clearly with supervisors on all results and findings and seeks approval at all stages : assessments, projects, proposal of solutions, and implementation;

  • Identifies any major discrepancy/delay that may arise in project implementation and reports immediately to line manager; ensures that action is taken to mitigate delay or cost risks;

  • Develops common priority actions leading to solutions to the identified problems; informs HR, logistics and beneficiaries;

  • Conducts assessments on WTPs and networks equipments;

  • Carries out market price surveys, and follows purchase processes;

  • Trains his/her team in the technical and methodological aspects;

  • Adapts the Tdh WASH tools and capitalises experiences by sharing the developed tools in the field with the line manager (including technical plans and BoQ);

  • Compiles all the essential technical documents for the projects on a digital medium to be shared with the line manager;

  • Assists on designing new activities and projects;

Monitoring, Evaluation, Information Management and Reporting

  • In collaboration with the M&E Unit:

  • Ensures the quality of the monitoring of WASH maintenance, rehabilitation, and operation activities on WTPs and networks;

  • Ensures that the project is reaching indicators and accurately reported;

  • Collaborates in organising surveys with his/her supervisor and participates actively in conducting them, and analysing them;

  • Collects data from field activities, ensures proper record keeping of them, and prepares daily follow ups, weekly and monthly reports on global WASH activities in time;

  • Leads and gathers data during needs assessments, baseline, periodic and endline studies;

  • Collects feed-backs or any relevant information (about the WASH activities, security, child protection) from the different stakeholders and from the field and reports them to the WASH Program Assistant or any concerned Tdh manager;

  • Prepares reports on activities for Donors and Partners including pictures, rationale and BoQ;

External Relations and Coordination

  • Liaises with the local government officials, other NGOs and community based organizations (CBO) at the community level to ensure their cooperation and coordination for effective implementation of the programme in the areas;

  • Keeps always close contact with respective local government departments to ensure their active participation for effective implementation of the programme activities as well as proper use of resources;

  • Ensures good relationships with the beneficiaries, promoting and facilitating accountability toward beneficiary populations and maintaining good communication with them;

  • Represents Tdh on local exercises in his/her geographic area of responsibility;

  • If asked by line manager(s), represents Tdh at the interagency coordination meeting (WASH Cluster, special meeting, and any other relevant meeting) and ensures high quality of the information provided;

  • Ensures that a positive and professional image of Tdh is conveyed. In particular, ensures that Tdh’s mandate, thematic policies, ethics, values and views are followed in relation to third parties;

Resource Management

  • Uses programme resources effectively and with care;

  • Facilitates the mobilization of local resources and maximizes the use of them;

  • Develops trainings on WASH technical and methodological aspects and implements them with beneficiaries;

  • Organizes day-to-day logistics, administration, and personal activities in consultation with his line manager;

Team Management

  • Communicates and collaborates in accordance with the Technical Coordinator and the Field Coordinator;

  • Attends and takes part in the necessary meetings for passing on information for the smooth running of WASH activities;

  • Is responsible for his/her own continuing training to develop his/her skills;

  • Provides professional guidance for team members;

Profile:

  • Fluency in spoken and written English. Arabic is an asset;

  • Education degree in a relevant field such as hydrology, hydrolic, geology, civil engineering, environmental engineering;

  • Knowledge in civil engineering and ability to do BoQs;

  • Experience in water quality testing protocol;

  • Ability to determine sanitation strategy in urban contexts;

  • Project management experience (management, planning, staff development and training skills) in development programmes;

  • 2-5 years previous work experience in a relevant position;

  • Ability to report clearly diagnosis results, problems and proposed solutions;

  • Ability to work independently;

We are looking for qualified professionals at different hierarchical levels of responsibility to plan, manage and coordinate the implementation of child protection programs/projects in humanitarian contexts and to contribute to the development and expansion of child protection programming.

Context:

End of June 2016, Tdh launched an integrated emergency WaSH, Child Protection, CCCM and NFI response, following several waves of IDPs resulting from military operations to free Shirgat district, as well as the South Mossul Corridor. Tdh is currently operating in Anah, Al Qaim, Tikrit, Baiji, Kirkuk, Tooz, Tal Afar and Shirqat districts.

Main responsibilities:

S/he will be based in Erbil and roving to all bases according the needs.

The Roving WASH Project Manager is in charge of assisting and reinforcing the PM on the development of the intervention strategy and ensures the smooth running of the WASH projects in all bases and other areas in line with Tdh policies (strategic plan, theme, way of working) and national intervention strategies in order to achieve the results expected within the framework of the project(s): s/he will have to fill gap and be able to ensure the planning, execution, monitoring and financial management of the project and the human resources.

S/he is responsible for supervising and training the field teams in collaboration with the PM.

S/he ensures that the PM decisions and actions are taken in his/her area of intervention and deals with them independently on a daily basis in consultation with the sector coordinator and the Country Representative.

S/he ensures that the outcomes of the project(s) s/he is in charge of are achieved.

S/he acts as the link / synergy between the project for which s/he is authorized and the other projects developed within the delegation.

S/he builds capacities of staff members for all areas where TDH implements wash activities.

S/he collaborates and coordinates with the thematic advisors at headquarters to develop and validate the thematic strategy in line with the Tdh strategic commitments, and conduct advocacy and strategic capitalization actions.

Fonction details:

Line Management and Human Resources Management

  • Daily supervision of WASH teams on the field

  • Participates with the PM in WASH team recruitment and revision of job descriptions

  • Ensures the whole team has a clear understanding of the Tdh mandate and project

  • Leads and manages staff, encouraging effective team work and providing supervision and guidance, including regular and constructive feedback

  • Reports incidents and difficulties encountered with any staff members to the Head of base

  • Organizes and leads weekly team meetings and provides weekly program update and movement plan to the Head of base

Project Management

  • Develops, implements and monitors the WASH project, in accordance with multiple objectives, activities and targets outlined within current donor proposals and in line with projects' budgets

  • Ensures that activities are appropriately monitored and evaluated and proposes amendments to the WASH strategy, under the supervision of the Program Coordinator and Head of base

  • Conducts initial and regular assessments of the WASH project and activities outcomes according to the M&E plan

Project Strategy and Planning

  • In collaboration with the Program Coordinator participates in designing strategies and objectives for improved support to beneficiaries and contributes actively in its monitoring, evaluation and revision

  • Participates in WASH capitalization and lessons learnt

  • Participates in the review of the strategy for Tdh in Iraq if requested

Database

  • Oversees the implementation of the database tools

  • Ensures correct data protection procedures and filing

Budget Management

  • Manages the Wash budget

  • Forecasts and follows up on expenditures related to the WASH project

  • Participates in budget revision exercises

  • Prepares timely purchase requests in line with the WASH needs

  • Supports required actions by the administration related to WASH team management and supervision

  • Identifies logistic and admin support needs related to the WASH project and communicates these to the Head of Base and relevant log/admin support person

Technical Competencies

  • Experience in water quality testing protocol

  • Knowledge of water treatment plants

  • Knowledge in civil engineering and ability to do BoQs for sanitation facilities such as latrines and showers

Capacity Building

Context:

Tdh has been present in Iraq since 2014 with NFI distributions in Dohuk Governorate and in October 2015 launched unconditional cash assistance with the support of Swiss Solidarity. Since these first interventions, Tdh is now present in eleven districts (Anah, Al-Qa’im, Haditha, Tal Afar, West and East Shirqat, Tikrit, Baiji, Hawija, Kirkuk and Tooz) across four Governorates (Salah al-Din, Kirkuk, Nineveh and Al-Anbar) with operations in the two latter districts since 2017 as Tdh followed the frontlines to provide emergency assistance. Tdh was the first INGO to have field offices in Tikrit, Shirqat, Tal Afar and Anah.

Tdh’s strategy consists on providing emergency assistance in hard-to-reach and newly accessible areas with an integrated emergency response to conflict affected people while building the capacity of its current response in areas where services are being re-established.

Main responsibilities:

S/he is in charge of life on the base and ensures good communication between the different services,

S/he is the security referent on the base and ensures compliance with all Tdh’s rules and procedures,

S/he is in charge to implement logistics Tdh procedures in Baghdad and support the admin & HR coordinators on the day to day management of HR & finances procedures,

  • Follow-up Tdh budget breakdown in close collaboration with the Admin and Finance Coordinator and project managers

  • Participate in the design of the budgets in order to forecast the needs for future projects

  • Participate in grants management and follow up meetings

  • Participate in all financial aspects of audits (statutory local, donor, ad hoc, etc.)

Treasury management

  • Plan and consolidate the monthly cash requests for the base

Administration and logistics

  • Verify the correct utilisation of administrative forms (quotations, purchase request, sold notes, etc.); update them as necessary

  • Ensure the payment authorization limits are respected

  • Ensure the purchase procedures are respected and followed

  • Ensure the documents with payment vouchers are completed in terms of logistics procedures

  • Provide accountancy information necessary for the asset inventory management

  • Support the logistics team in the stipulation of contracts for vehicles and premises rental; ensure payment of contracts

Human resources management

  • Manage (day-to-day activities, working hours, presence planning, etc.) and evaluate log staff, encouraging effective team work and providing supervision and guidance

  • Ensure the national staff database is up to date, according to Tdh guidelines (sick leave, vacation, basic salary, personal details, contact, etc.)

  • Ensure compliance of the base to staff regulations and internal policies

Reporting / Capitalization / Representation

  • Consolidate logistics packs monthly and pass on to the logistics coordinator

  • Closely coordinate with the coordination office

  • Attend or delegate attendance to relevant inter-agency coordination meetings as required

Contractual conditions:

Expatriate contract under Swiss labour code 2’200 CHF (~1’900 €) <> 2’400 CHF (2’100 €) net /month x 13 times (+ Withholding AVS candidate for Switzerland). Vacancy: 25 days/year, Health insurance, accident and medical repatriation insurance, location, return flight.

Context:

Tdh has been present in Iraq since 2014 with NFI distributions in Dohuk Governorate and in October 2015 launched unconditional cash assistance with the support of Swiss Solidarity. Since these first interventions, Tdh is now present in eleven districts (Anah, Al-Qa’im, Haditha, Tal Afar, West and East Shirqat, Tikrit, Baiji, Hawija, Kirkuk and Tooz) across four Governorates (Salah al-Din, Kirkuk, Nineveh and Al-Anbar) with operations in the two latter districts since 2017 as Tdh followed the frontlines to provide emergency assistance. Tdh was the first INGO to have field offices in Tikrit, Shirqat, Tal Afar and Anah.

Tdh’s strategy consists on providing emergency assistance in hard-to-reach and newly accessible areas with an integrated emergency response to conflict affected people while building the capacity of its current response in areas where services are being re-established.

Main responsibilities:

Terre des hommes (Tdh) will establish a Community Resource Centre in Tal Afar, Ninewah governorate, Iraq. The overall goal is to coordinate assistance by government and humanitarian actors for returnees, non-displaced persons, host families and IDPs in Tal Afar district.

The expected outcomes are:

  • Support communities to identify, and access services and assistance delivered around the CRCs through an area-based approach;

  • Provide two-way information access and dissemination to affected communities;

  • Support multi-sectorial coordination among humanitarian and government actors.

Essential public infrastructure has been critically damaged in the city center which impedes returnees’ access to basic services including, but not limited to, education and health facilities roading, electricity and water infrastructure. This is further complicated by a significant reduction in the level of public services due to loss of government staff and expertise, resourcing, and difficulties obtaining public finance. In summary, the severity of needs is greatest concerning.

To ensure coordinated assistance by government and humanitarian actors for returnees, non-displaced persons, host families and IDPs in Tal Afar district. In responding to these many needs (Protection, WASH, Food Security, Education, and, to a lesser extent, shelter), Tdh recognizes that a comprehensive and holistic approach is needed – that is a Community Resource Centre (CRC).

Fonction details:

Project Management

  • Ensure overall oversight of CRC activities according to CRC Standard Operating Procedures and Terms of Reference;

  • Manage and coordinate day-to-day operations in and around the CRC;

  • Prepare work plans in consultation with that fit within the project requirements;

  • Prepare and maintain an up-to-date work plan and disseminate with all relevant stakeholders;

  • Contribute to refine data collection, monitoring and reporting tools;

  • Ensure continuous monitoring and verification of the targets and indicators;

  • Apply a results-based management approach and monitor the project outcomes, outputs, activities and impact achieved;

  • Ensure that project activities are implemented in line with donor requirements;

  • Verify budget line allocations, budget expenditure status against actual delivery and the financial plan during project implementation period;

  • Monitor and approve of all purchases relevant to project’s allocated budget lines in close coordination with the admin-finance and logistics department.

Human Resource Management

  • Support and supervise CRC staff, field assessment teams and focal points;

  • Follow-up and monitor all staff activities and ensure permanent on-the-job coaching and training to work on quality of delivery;

  • Oversee staff attendance and authorize leaves, while ensuring targets are met;

  • Participate in recruitment and training of new staff;

  • Maintain clear reporting and communication lines and ensure use of correct/relevant form of communication is applied by all staff;

  • Continuously evaluate and provide feedback to staff members and undertake formal performance appraisals at least twice a year;

  • Conduct weekly and monthly meetings with the team to review project planning and discuss protection concerns, trends, gaps and challenges;

  • Follow-up on internal and external referrals of most vulnerable cases in close coordination and collaboration with other organizations and agencies;

  • Ensure all staff respect the organization’s rules and guidelines to the mission and adhere to Tdh’s Code of Conduct and Child Safeguarding Policy, and confidentiality and humanitarian principles.

Reporting

  • Compile, review and analyze data collected by teams as well as teams’ qualitative reports;

  • As necessary and in accordance with CRC implementing partner guidelines, review and maintain CRC-related administrative documents and maintain a filing system for administrative documents;

  • Ensure weekly reporting on activities, progress and recommendations to the Supervisor and CRC Steering Committee;

  • Prepare and submit ad-hoc quantitative and analytical reports for the donor within the given timeframe.

Coordination and Representation

  • Attend and share highlights during cluster meetings and other relevant working groups with national, local and international actors;

  • Ensure liaison and coordination with CRC partners and local authorities based on CRC Steering Committee recommendations;

  • Develop good working relationships with governmental departments, local and international organizations in each thematic area and ensure strong referral pathways are maintained;

  • Ensure close coordination and information sharing with other Tdh’s projects and the Country Main Office in close collaboration with the Child Protection and Education Coordinator, and the CCCM and Basic Needs Coordinator.

Profile:

Descriptif général du poste:

Les Coordinateurs régionaux de programme sont en charge de la conduite d’un secteur d’activités au niveau d’une région et au sein du département des programmes. Plus spécifiquement, ils/elles assurent le pilotage d’un programme à l’échelle d’une région, veillent à sa contextualisation et coordonnent son intégration dans l'organisation matricielle de la région. Ils/elles rapportent directement au RP (Responsable du programme).

Chaque Coordinateur régional de programme est responsable de la conduite de son secteur à l’échelle de sa région (niveau régional, sous régional, national et local). Il/elle est le garant du respect des politiques, règlements et processus en vigueur dans le Fondation dans toutes les activités opérationnelles déployées par les collaborateurs/trices qui lui sont subordonnées, directement.

Il/elle pilote et coordonne l’élaboration et la mise en œuvre de la stratégie de son programme à l’échelle de sa région ainsi que dans toutes les zones d’intervention situées dans le cadre de sa région, dans le respect des principes d’alignement stratégique par rapport au programme global, de contextualisation géographique, de complémentarité, de collégialité, de transparence et d’efficience.

Responsabilités principales:

  • Vous participez à l’élaboration des stratégies et des politiques thématiques qui se rattachent au programme global JJ (Justice Juvénile). Plus spécifiquement, vous veillez et coordonnez la mise en œuvre de ces dernières au niveau régional.

  • Vous supervisez la mise en œuvre des projets régionaux et nationaux (en lien fonctionnel avec les coordinateurs de projets au niveau national).

  • Vous assurez l'encadrement des collaborateurs/trices sous votre responsabilité, du recrutement à la fin des rapports de collaboration, et veillez aux bonnes pratiques d’un management respectueux des valeurs de Tdh.

  • Vous assurez la couverture financière optimale de votre programme en coordination, au siège, avec le département des programmes et le département recherches de fonds (philanthropie et partenariat institutionnels notamment) et, dans la région, avec la zone géographique, la DAH (Division d’Aide humanitaire) et les délégations. Vous supervisez l’élaboration des demandes de financements concernant toutes les échelles d’intervention (régionale, transnationale, nationale, locale) et veillez à leur adéquation avec la vision programmatique.

  • Vous établissez le budget de fonctionnement de votre programme au niveau régional, le faites valider et effectuez un suivi régulier de votre consommation (en coordination avec l’administrateur de la zone géographique).

  • Avec les départements techniques et géographiques, vous garantissez le bon fonctionnement matriciel dans le contexte régional, en étroite collaboration avec le responsable de la région AmLat, le DAH, les conseillers Q&R et les conseillers thématiques transversaux (siège), ainsi que les futurs coordinateurs régionaux des autres programmes dans la région.

  • Dans le périmètre de vos responsabilités, vous représentez votre programme au sein de l’équipe régionale de Tdh et auprès du personnel de Tdh dans les pays d’intervention, ainsi que dans le cadre de partenariats et lors de contacts/collaboration avec divers réseaux ou instances externes.

  • Vous garantissez le respect de la politique thématique de votre programme et assurez un support technique, en coordination avec le conseiller thématique du programme, aux équipes dont vous avez directement ou indirectement la charge, ainsi qu’à celles qui collaborent à l’élaboration, la mise en œuvre opérationnelle, le suivi-évaluation et la capitalisation des projets.

  • Vous coordonnez la gestion et le partage du savoir de votre domaine d’activités au niveau régional, veillant notamment à la bonne accessibilité et diffusion des connaissances institutionnelles et de vos connaissances personnelles dans son domaine d’expertise, sur le plan interne et externe. Vous mettez en place sous la coordination du Conseiller Thématique du programme une stratégie Learning & Development.

  • Sous la coordination du Conseiller Recherche et Plaidoyer, vous supervisez l’élaboration et la mise en œuvre d’une stratégie de recherche (collecte de données, construction d’évidences, organisation et conduite de projets pilotes et de recherche action, partenariats universitaires, publications) et d’une stratégie de plaidoyer.

  • Sous la coordination du RP JJ, vous mettez en place une stratégique partenariale cohérente.

  • Vous rédigez le rapport annuel d'activité du programme JJ pour la zone AmLat à l'intention du RP JJ et validez la soumission des rapports narratifs à remettre aux bailleurs de fonds finançant les projets et actions du programme JJ en Amérique Latine.

  • Vous menez des analyse de situation dans la région et propose des contextes de développement pour le programme JJ.

  • Vous contribuez à la dynamique du programme JJ au niveau global et travaille en équipe avec les autres coordinateurs régionaux sous la coordination du Responsable de programme.

Votre profil:

  • Formation universitaire supérieure dans un domaine en lien avec la thématique

  • Maîtrise de l’espagnol et du français, anglais (un atout)

  • Minimum 5 ans d’expérience dans un poste similaire sur le terrain

General job description
Working within the framework established by the organisation, the Monitoring and Evaluation (M&E) Manager ensures the consistency and quality of the delegation’s M&E strategies and activities. He/she coordinates and supervises M&E teams and takes responsibility for decisions and actions in the M&E field, operating in coordination with the project, programme and under the supervision and guidance of the Q&A coordinator.

The Manager ensures that the Programme teams are given appropriate and effective methodological support consistent with the approaches and tools used within the delegation in the M&E field.

He/she ensures that M&E applies to and is an integral part of all Tdh programming departments, and that the M&E department plays a support role for the rest of the organisation.

He/she ensures that a consistent approach to M&E is adopted in regional (multi-country) projects, large-scale projects and/or integrated programmes.

He/she supports an institutional culture that encourages critical thinking, collective learning and teamwork, as part of the organisation’s focus on quality and accountability.

He/she helps develop a dynamic approach to M&E inside and outside Tdh (as part of regional partnerships, networks, centres of expertise, working groups, etc.).

Main responsibilities:

Strategic management

  • Helps develop and implement the delegation’s strategic M&E orientations under the guidance of the Q&A coordinator, and in coordination with the Programme Coordinator and, if applicable, thematic reference persons.
  • Helps implement an appropriate and effective M&E system that, where possible, brings together project and programme partners during the monitoring plan design phase, and during the sharing and using of data at a delegation level.
  • Plans M&E activities and oversees their implementation; manages and supervises related resources at the delegation level.
  • Ensures ethical principles related to M&E are respected, especially those concerning gender equality, fairness and “do no harm”. Protects confidential data, applies the principles of informed consent, and protects children during the collection, processing, analysis and use of M&E data at the overall delegation level.

Management

  • Ensures a department structure is set-up, with job descriptions, competencies, and the units resources sufficiently to function effectively under the supervision of the Q&A coordinator.
  • Manages team members answering to him/her team members, from the recruitment phase to the end of their employment. Adopts good management practices in keeping with Tdh’s values. Applies the delegation’s staff management policy.
  • Ensures the optimal allocation and proper management of the delegation’s M&E resources (including financial, logistical, technical and human resources). Monitors M&E budgets monthly.
  • Ensures project and programme teams take part in monitoring projects and works towards optimal cooperation within the delegation in the M&E field.
  • Ensures clear communication within and outside the team on the departments work plans, support needed and utilization of M&E resources.
  • Establishes a detailed capacity development plan for the M&E unit and ensures that this plan is realized with the team members as a part of their professional development plan.
  • Ensures a tight collaborative working relationship is built and maintained between the M&E unit, Senior L&D Officer, Accountability Officer, Information management Officer in order to avoide duplication and to maintain synergy across the different functions within the Q&A unit.

Technical support
Design

  • Ensure findings from assessments, previous evaluation & capitalisation processes, ongoing monitoring and other research inform all new proposals.
  • Helps develop logrames and write sections on M&E indicators, budgets and organisational measures for all new project proposals. When requires, to facilitate problem tree analysis, Theory of chang, and program risk assessment processes.

Monitoring

  • Provides methodological support during the development of M&E systems and plans, and ensures a consistent approach is adopted across all projects and programmes. Especially ensure monitoring processes are systemized, in ways that meet donor requirements, and are cost-effective, avoids duplicative processes, and minimises beneficiary fatigue.
  • Develop, review and approve project level M&E plans for all new and ongoing projects.
  • Ensures baseline measurements for projects and thematic areas across the delegation.
  • Ensures monitoring directives, methodological guidelines and tools are understood and implemented at Tdh. Especially ensure TDH’s frontline and technical staff are equipped with knowledge, tools and resources to support M&E at the program & delegation level.
  • Ensures monitoring tools are relevant and meet the project, program and delegation level information needs.
  • Ensure partner & direct implementation is monitored on a regular basis for quality standards, and humanitarian principles through schedule visits, data quality audits, spot check / verification visits against reports, and reports reviews (as per agreed schedule with donors and partners). Informs the Project Leader and/or Programme Coordinator of any unmet targets, contextual changes (risks and opportunities) and negative effects on beneficiaries.
  • Ensure M&E findings are presented at the program review meetings on a monthly basis, and prompt critical thinking at project management & senior management level.
  • Ensure donor, and other internal reporting deadlines are met with high quality reports with accurate information.
  • Provides advice and methodological support during the recruitment of experts for M&E activites (by drafting terms of reference and recruiting and supporting consultants).
  • Monitors development in the M&E field while building the delegation’s knowledge and capitalizing on lessons learned in this area.

Closeout

  • Ensures evaluation processes for all projects and thematic areas.
  • Ensures appropriate dissemination of project and program level evaluation findings.
  • Ensures all M&E related data, reports, and records are clearly organized archived in a central location for future reference at a delegation level.

Use of M&E data

  • Ensures that M&E data is used optimally during operational and strategic decision-making at the delegation in accordance with head office and donor requirements, especially with respect to institutional reporting.
  • Ensures the all projects are visible with updated PMP’s, beneficiary data, project progress reports that are reviewed and validated for compliance and accuracy.

Learning/training

  • Takes measures to build the skills of teams and partners in the M&E field.
  • Fosters a learning environment amongst the M&E teams and programme staff and promotes critical reflection in the field of M&E.

Security and child safety

  • Understands and applies security policies, the Child Safeguarding Policy and fraud prevention policies

Job description

The Area Operations Manager leads the implementation of the Tdh programme in the northern governorates, with an office based in Irbid, ensuring integration and high quality of implementation of all projects in line with Tdh standards of quality and timely management.

Under the line supervision of the Programme Coordinator and in coordination with the Senior Management Team (SMT) members, the main tasks of this function are: * North Operations and Security**: Lead and maintain Tdh operations (project cycle management cycle, administration, finance and logistics) in the north, making sure that all operational mechanisms are in place and functioning for a smooth and quality implementation of the entire programme

  • Programme implementation: Under the supervision of the Programme Coordinator, coordinate the implementation of all projects in the north of Jordan, ensuring that all projects are implemented in accordance with the Tdh programme and operational standards and are in line with the country strategy 2018-2020
  • Team management and coaching: in charge of recruiting, supervising and coaching the team in the north, and enabling a nurturing team work environment.
  • Representation: in charge of networking with local and international stakeholders in the area of operations and liasing with local authorities to ensure a coordinated and viable implementation of the programme in the north.**

The Area Operations Manager, based in Irbid, reports to the Program Coordinator based in Amman office. He/she supervises the Project Manager/Field Assistant Coordinator, the Finance and Administrative Officer, the Logistic Officer who have respectively functional link of supervision with the Finance and Administrative Coordinator and Logistic Coordinator based in Amman office. S/he administratively supervises the M&E officer who reports directly to the Quality and Accountability Coordinator based in Amman office.

Context:

Terre des hommes (Tdh) opened its delegation in Jordan in 2007 and it currently implements two main programs: an Acces to Justice and a response towards the Syrian crisis in the host communities in the Northern Governorates and in the refugee camp.
In the context of the response to the Syrian crisis, Tdh is providing a comprehensive package of services for vulnerable Syrian and Jordanian children in order to enhance their well-being and to promote their social cohesion and resiliencethrough Psychosocial Support activities, life skills, informal education and case management. In addition, community mobilization is strengthening Child Protection system and mechanisms at community level to build a more protective environment for children. Capacity building of the local and national stakeholders is the cornerstone of the longer-term projects and a priority for Tdh Jordan. A specific focus on social cohesion and integration, child – as well as parents - participation and youth empowerment is prioritized.
The coordination office of Tdh in Jordan is located in Amman and the sub-office in Irbid in North is managed by the Area Operation Manager. The delegation is composed by more or less 60 employees who are currently mainly based in the North where the large part of the activities are implemented. The delegation is very dynamic, at the beginning of 2018 the global budget was about 3.5 million CHF, thanks to several donors whose the main are AFD, OCHA and ECHO.

Major responsibilities
Programme operations and security

  • Lead and coordinate the set up and maintenance of the north office operational mechanism to ensure that the programme functions efficitenty (incl IT, Logistics, HR, Finance, Administration, Procurement, Safety&Security, Communication mechanisms) in close collaboration with the support and programme department in Amman coordination office.
  • Manage the north programme team and resources according to Tdh policies,procedures and in line with the Theory of Change (TOC) and Country Strategy 2018-2020.
  • Manage the programme resources in respect of Tdh and donor requirements and policies, in the most efficient and cost effective way while aiming for the highest quality operational mechanisms for the entire team.
  • Monitor on monthly basis the north programme actual expenditures and compare them with the planned expenses and review the budget if needed with the Finance officer, Project Manager the Finance Coordinator.
  • Prepare monthly management reports, financial reports for the coordination office in Amman and donors as required.
  • Maintain close and constructive communication with the Amman office on implementation progress

Security

  • In collaboration and with the support of the Logistic Coordinator, respects Terre des hommes security procedures in Jordan and make sure that her/his team are briefed and understand the rules in place.
  • In collaboration with the Logistic Coordinator and the Country Representative, to establish systems that safeguard beneficiaries, staff and the organizations image and reputation.
  • Make sure that a clear communication flow is established to reach all team members and that information reach Tdh staf on an effictient and timely manner

Programme Implementation

  • Lead and coordinate the implementation of the North Program based on Tdh working principles and as per donor’s agreements in collaboration with the local partners, communities and other key stakeholders.
  • Lead and coordinate the development/review of the plan of activities of the north programme and oversee the implementation of those activities according to the timeline and budget available in the course of the year.
  • Lead and coordinate the establishment and functioning of a monitoring and evaluation system in the north in collaboration with the Q&A department in Amman office and ensure record keeping of monthly project progress against the stated objectives and indicators to evaluate the program progress towards stated outputs, outcomes and goals on a periodical basis.
  • In collaboration with the Project Managers and his/her team and in coordination with all others Departments, oversees to prepare narrative, statistical and financial reports for donors as required, in a timely manner.
  • Lead the quarterly reflection meetings, periodical review meeting and the annual reporting process, in close cooperation with the Programme Coordinator and the Q&A department in Amman office.
  • Participate and contribute in the drafting of concept notes/proposals when required by the Programme Coordinator and assist/co-operate with the Programme Coordinator to generate funding for proposed projects.
  • Assist in the development of programmatic guidelines and strategies for additional interventions, in accordance with the established overall country strategy of Tdh Jordan

Staff Management and coaching

  • Recruit programme and support staff in the operational area in cooperation with Direct Supervisor, Finance and HR Coordinator and HR officer.
  • Ensure regular sharing of information among the staff on Tdh policies/procedures/management processes etc. As applicable to the position, maintains a clear understanding of Tdh’ and donor compliance and ethics standards and adheres to those standards. Communicates these values to staff and to partners and requires them to adhere to these values by leading by example.
  • Supervise the north programme area staff and lead them in understanding their role as well as ensuring high staff performance.
  • Co-ordinate on-job training for all staff and ensure staff development through training as appropriate, based on the Tdh Capacity Building Plan.
  • Builds the technical and managerial capacity of the field staff in planning and implementing programmes effectively and efficiently;
  • Evaluates the staff under her/his direct responsibility on a regular basis and pass on the evaluations and recommendations to his/her direct supervisor and to the HR department in Amman office;
  • Encourage team spirit and ensure teamwork especially on issues related to cross-sectoral collaboration
  • Encourage critical thinking and team reflection.
  • Establishes a culture of open communication, professional conduct and one that empowers staff

Representation

  • Network with all community stakeholders, including traditional leaders and faith based actors to assure and strengthen community understanding of Tdh projects, mission and goals.
  • Network with other national and international non-governmental organizations (NGOs), CBOs and local government officials, in the programme area to ensure good collaboration and encourage partnerships.
  • Under the supervision of the Program Coordinator, represents the organization locally to partner NGOs, CBOs and local authorities; regularly attends coordination meetings and reports to the Program Coordinator and other departments on the outcome of those meetings.
  • Positions Tdh within the humanitarian & development actors at the local level, by presenting good practices and impact of Tdh interventions.
  • Bring into the organization new ideas, good practices from external platforms that contribute to improving the efficiency, effectiveness and impact of Tdh programming

Internal Coordination

  • Under the lead of the Program Coordinator, and in collaboration with other Coordinators and the CR, participates as an active member in monthly internal coordination meetings, in which s/he presents a detailed review of current achievements, challenges faced and options considered for each projects under his/her responsability;
  • Ensure the correct flow of operational information to the others departments in the delegation;
  • Under the supervision of the Program Coordinator and with the technical support of Regional Program Coordinators provided to Project Managers, collaborates to develop the thematics strategy in line with the Tdh strategic commitments.

CHILD SAFEGURADING POLICY – SAFETY - SECURITY

  • Takes full responsibility of knowing and implementing institutional policies on security, child protection and fraud prevention throughout all process of the North operation.
  • Commits to ensure the best implementation possible of the Tdh Child Safeguarding Policy (CSP) in her/his area, including participation in annual audit, and reviews and updates of action plan;
  • Commits to inform the Country Representative and/ the Head of MENA Region and to deal with any case of any allegations or possibility of transgression, even potential, of the CSP and Code of Conduct;
  • Respects Terre des hommes security procedures in Jordan.

S/he will have direct access to information, such as the general strategy of Tdh in Jordan, including programming objectives in the field, financial details, and security guidelines. A professional sense of security, confidentiality, and proper representation is paramount. The incumbent will conduct her/his duties in respect of the Charter of Terre des hommes and Tdh Child Safeguarding Policy. Profile

  • Minimum 5 years of direct management experience of NGO project and operations management on the field mandatory.

WASH Coordinator

Position Start Date: 24th of September 2018

Duration: 12 months

Location: Bagdad - Iraq

Contractual conditions:

Expatriate contract under Swiss labour code 3’400 CHF (~2’950 €) < > 4’750 CHF (~4’100 €) net /month according to experience x 13 times, Vacancy: 25 days annual leaves local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.

Context:

Tdh-Lausanne is currently implementing a large-scale emergency and rehabilitation program throughout the country in Ninewa, Salah ah-din, Anbar and Kirkuk Governorates with activities held in frontline and second line.

Main responsibilities:

The WASH Coordinator is responsible for the overall management and development of WASH programming implemented in Iraq. He/She ensures the monitoring of qualitative and operational aspects of the delegation’s programs in Iraq on a day-to-day basis. He/She guarantees the smooth functioning of WASH activities on the bases.

Fonction details:

Quality Programming Defined, Established and Implemented

  • Provide technical and management leadership to the WASH Program in accordance with best practices and Tdh policy

  • Ensure the management and implementation of delegated portfolio of projects within the program (activities, budget, plans of action, and project documentation) in line with proposals, objectives, strategies and donor requirements while ensuring high technical quality

  • Alerts line management and Field Coordinators in charge of program implementation in case there is a delay associated with a WASH program and suggests changes which could be made (in terms of activities, operation area, budget, schedule by which the WASH program is carried out etc)

  • Ensures that personnel, financial and logistical resources are meeting needs for a smooth implementation of WASH programs, especially within the framework of new project suggestions, in coordination with the Field Coordinator and the Deputy Country Representative-Program. In the case of a delay, he/she alerts the coordination team and participates in identifying solutions

  • In support of the WASH Project Managers, follow quarterly, monthly and weekly activity plans to achieve expected results; providing oversight and support on programmatic and operational aspects

  • Identifying needs and gaps in programming and proactively suggest new activities and strategies to enhance protection and education programming

  • When new operations are outlined, ensures that operational means are well defined in order to allow WASH program and its subsequent monitoring to be well carried out

  • Contribute to the development of country sector strategic direction, plans and proposals

  • Work closely with internal and external stakeholders and partners to ensure better coordination and representation of Tdh

Strategic and Operational Development

  • Keeps informed of changes in the humanitarian and political context in the area of intervention, particularly WASH related, ensuring that these subscribe properly to Tdh’s mandate and the country strategy

  • Suggests to the Coordination team to identify WASH needs and participates in the identification of these needs, if necessary

  • Proposes new operations to the Coordination team and is directly involved in the project design. The documents associated with these new operations should be complete, should respect Tdh’s internal procedures and should follow the format of the Donors and shall be validated by the the Deputy Country Representative-Program before sending to HQ

  • Participates in preparing a mission Strategy contributing on WASH aspects, involving local and international teams in reflection workshops that lead to recommendations/suggestions to the Coordination team

Quality Monitoring, Evaluation and Reporting

  • In collaboration with the M&E team, supervise the WASH teams and Project Managers to conduct and facilitate regular monitoring and evaluation activities, and liaise with partners to identify gaps and challenges as well as to ensure quality impact of the WASH approach

  • In collaboration with the M&E team, develop and roll out plans and tools to ensure data are collected to better report on activities and to improve quality services for beneficiaries including: needs assessment, baseline and impact surveys

  • Contribute to periodic internal and external reporting as per donor and Tdh guidelines, respecting deadlines and workflow

Coordination and representation of Tdh

  • Coordinate with other humanitarian partners and local authorities in the target areas, as relevant for the effective and efficient implementation of the WASH program

  • Participate in WASH meetings and clusters, and follow up with Cluster Coordination at base-level

  • Contribute to Cluster and humanitarian coordination mechanisms, including reporting and updating interagency tools

  • Represent the organization locally amongst donors, NGOs, International Organizations and local authorities and report representation action to the Country Representative in his/her periodical report, communicated ad-hoc when necessary

  • May be called to travel within the region to meet Tdh partners

Ensuring the technical monitoring of the WASH activities

  • Ensures the compliance of technical practices with the mandate and operations policy of Tdh by guaranteeing a permanent connection between base, coordination and HQ levels

  • Ensures that the strategy of the WASH programs complies with technical frameworks of Tdh

Staff Performance Management, Learning & Development

  • To support the identification and finalization of human resource needs for the smooth implementation of the WASH program, in collaboration with the Coordination

  • To carry out recruitment when needed, in respect to the local regulations, in collaboration with the WASH Project Managers, Field Coordinators and in coordination with the Human Resources department, including writing of job descriptions and candidate selection processes

  • To support and identify professional development needs of the team, raise to Coordination team and develop capacity building priorities and response

  • To provide CP and Education Project Managers with ongoing staff monitoring, supervision, and support, including regular and constructive feedback

Ensuring the logistical and administrative monitoring for WASH programs

  • Ensures that logistical, administrative and financial procedures are respected by WASH teams and alerts the coordination team if gaps are observed in order to take corrective action

  • When necessary, gives consent for local WASH purchases and submits purchase requests to the relevant department and HQ for approval (in accordance with internal rules and donor guidelines)

  • Supervises the WASH equipment and stock on the mission and ensures they are properly utilized

Security

  • Comply with TDH Security Regulations

  • Reports any security/safety incident and/or risk to the security focal point, line management and/or Country Representative

Others

  • Undertake all other duties that may be determined by the Country representative and that are compatible with the job

  • Maintain and ensure a culture of strict confidentiality - inter Tdh staff and between Tdh staff and non Tdh employees

Créée en 1960, la fondation Terre des hommes-Lausanne (Tdh), est la plus grande organisation d’aide à l’enfance en Suisse avec des programmes de développement et d'urgence dans plus de 30 pays. Descriptif général du poste :

Les Coordinateurs régionaux de programme sont en charge de la conduite d’un secteur d’activités au niveau d’une région et au sein du département des programmes. Plus spécifiquement, ils/elles assurent le pilotage d’un programme à l’échelle d’une région, veillent à sa contextualisation et coordonnent son intégration dans l'organisation matricielle de la région. Ils/elles rapportent directement au RP (Responsable du programme).

Chaque Coordinateur régional de programme est responsable de la conduite de son secteur à l’échelle de sa région (niveau régional, sous régional, national et local). Il/elle est le garant du respect des politiques, règlements et processus en vigueur dans le Fondation dans toutes les activités opérationnelles déployées par les collaborateurs/trices qui lui sont subordonnées, directement.

Il/elle pilote et coordonne l’élaboration et la mise en œuvre de la stratégie de son programme à l’échelle de sa région ainsi que dans toutes les zones d’intervention situées dans le cadre de sa région, dans le respect des principes d’alignement stratégique par rapport au programme global, de contextualisation géographique, de complémentarité, de collégialité, de transparence et d’efficience.

Responsabilités principales:

  • Vous participez à l’élaboration des stratégies et des politiques thématiques qui se rattachent au programme global JJ (Justice Juvénile). Plus spécifiquement, vous veillez et coordonnez la mise en œuvre de ces dernières au niveau régional.

  • Vous supervisez la mise en œuvre des projets régionaux et nationaux (en lien fonctionnel avec les coordinateurs de projets au niveau national).

  • Vous assurez l'encadrement des collaborateurs/trices sous votre responsabilité, du recrutement à la fin des rapports de collaboration, et veillez aux bonnes pratiques d’un management respectueux des valeurs de Tdh.

  • Vous assurez la couverture financière optimale de votre programme en coordination, au siège, avec le département des programmes et le département recherches de fonds (philanthropie et partenariat institutionnels notamment) et, dans la région, avec la zone géographique, la DAH (Division d’Aide humanitaire) et les délégations. Vous supervisez l’élaboration des demandes de financements concernant toutes les échelles d’intervention (régionale, transnationale, nationale, locale) et veillez à leur adéquation avec la vision programmatique.

  • Vous établissez le budget de fonctionnement de votre programme au niveau régional, le faites valider et effectuez un suivi régulier de votre consommation (en coordination avec l’administrateur de la zone géographique).

  • Avec les départements techniques et géographiques, vous garantissez le bon fonctionnement matriciel dans le contexte régional, en étroite collaboration avec la responsable de la région MENA, la DAH, les conseillers Q&R et les conseillers thématiques transversaux (siège), ainsi que les futurs coordinateurs régionaux des autres programmes dans la région.

  • Dans le périmètre de vos responsabilités, vous représentez votre programme au sein de l’équipe régionale de Tdh et auprès du personnel de Tdh dans les pays d’intervention, ainsi que dans le cadre de partenariats et lors de contacts/collaboration avec divers réseaux ou instances externes.

  • Vous garantissez le respect de la politique thématique de votre programme et assurez un support technique, en coordination avec le conseiller thématique du programme, aux équipes dont vous avez directement ou indirectement la charge, ainsi qu’à celles qui collaborent à l’élaboration, la mise en œuvre opérationnelle, le suivi-évaluation et la capitalisation des projets.

  • Vous apportez votre soutien à la mise en œuvre des projets transversaux de l’Unité protection et au développement de l’expertise de Tdh dans le domaine de la protection et du développement des enfants concernés par le programme JJ.

  • Vous coordonnez la gestion et le partage du savoir de votre domaine d’activités au niveau régional, veillant notamment à la bonne accessibilité et diffusion des connaissances institutionnelles et de vos connaissances personnelles dans son domaine d’expertise, sur le plan interne et externe. Vous mettez en place sous la coordination du Conseiller Thématique du programme une stratégie Learning & Development.

  • Sous la coordination du Conseiller Recherche et Plaidoyer, vous supervisez l’élaboration et la mise en œuvre d’une stratégie de recherche (collecte de données, construction d’évidences, organisation et conduite de projets pilotes et de recherche action, partenariats universitaires, publications) et d’une stratégie de plaidoyer.

  • Sous la coordination du RP JJ, vous mettez en place une stratégique partenariale cohérente.

  • Vous rédigez le rapport annuel d'activité du programme JJ pour la zone MENA à l'intention du RP JJ et validez la soumission des rapports narratifs à remettre aux bailleurs de fonds finançant les projets et actions du programme JJ en zone MENA.

  • Vous menez des analyse de situation dans la région et propose des contextes de développement pour le programme JJ.

  • Vous contribuez à la dynamique du programme JJ au niveau global et travaille en équipe avec les autres coordinateurs régionaux sous la coordination du Responsable de programme.

  • Vous animez l'équipe de coordinateurs pays JJ afin de contribuer au partage des connaissances et donner une meilleure cohérence au programme.

Votre profil:

  • Formation universitaire supérieure dans un domaine en lien avec la thématique

  • Maîtrise de l’anglais et du français, arabe (un atout)

  • Minimum 5 ans d’expérience dans un poste similaire sur le terrain

  • Expertise dans le pilotage des programmes, comprenant leur élaboration, mise en œuvre opérationnelle, coordination, suivi/évaluation et capitalisation/documentation

  • Expertise dans le grantwriting, le grant management et la recherche de fonds institutionnels, avec une très bonne connaissance des partenaires financiers

  • Bonne connaissance des réseaux actifs dans le domaine de la migration et du développement, de la protection de l’enfance, de la lutte contre l’exploitation des enfants et de la lutte contre la traite des enfants.

  • Connaissance et maîtrise des conventions, législations, politiques et stratégies internationales et nationales relatives à la protection et à la mobilité des enfants dans sa région d’affectation

Context:

Tdh has been present in Iraq since 2014 with NFI distributions in Dohuk Governorate and in October 2015 launched unconditional cash assistance with the support of Swiss Solidarity. Since these first interventions, Tdh is now present in eleven districts (Anah, Al-Qa’im, Haditha, Tal Afar, West and East Shirqat, Tikrit, Baiji, Hawija, Kirkuk and Tooz) across four Governorates (Salah al-Din, Kirkuk, Nineveh and Al-Anbar) with operations in the two latter districts since 2017 as Tdh followed the frontlines to provide emergency assistance. Tdh was the first INGO to have field offices in Tikrit, Shirqat, Tal Afar and Anah.

Tdh’s strategy consists on providing emergency assistance in hard-to-reach and newly accessible areas with an integrated emergency response to conflict affected people while building the capacity of its current response in areas where services are being re-established.

Main responsibilities:

The Child Protection & Education DPM, under the supervision and guidance of the Program Manager, is responsible for the planning, the direct implementation and day-to-day management of Terre des hommes Child Protection and Education projects in Kirkuk governorate. S/he will be responsible for ensuring that Tdh’s child protection and education interventions and activities conform with national and global guidelines including the Child Protection Minimum Standards. The DPM directly assists and works under the supervision of the PM.

S/he will contribute to the effective financial management of project resources. S/he will be in charge of monitoring and evaluation of the projects in Kirkuk, and ensure that all reporting requirements are met in a timely, accurate and high-quality manner. The DPM reports directly to the PM, and acts as the line manager of project staff (both fixed term and service-contracted staff). S/he will give technical advice and guidance to the local project staff to ensure the quality of the implementation, as well as the learning and capacity building of each staff member.

Fonction details:

Project and Activity Planning and Implementation

  • Under the direct supervision and technical guidance of the PM, take primary responsibility for project management, including the development and implementation of detailed work plans, activity plans, monitoring plans (budget and activity), in order to achieve quality and effective implementation of child protection and education projects.

  • Propose, initiative and conduct assessment to identify context-based and appropriate child protection and education activities for the community, in consultation with relevant partners and authorities.

  • Under the guidance of the PM and depending on project or base requirements, plan and ensure the implementation of outreach activities for awareness raising, community mobilization, capacity-building and/or data collection. Make sure to use participatory approaches and awareness campaigns to maximize the participation of and benefit to children, youth, and other community members.

  • Draft financial and narrative reports based on field activities, ensuring compliance with both financial and other Tdh and donor requirements.

  • Coordinate with local partners to establish and regularly update service mapping for referrals.

  • Contribute extensively to the achievement of project objectives and agreed results in the logical frameworks of all child protection and education projects under implementation.

  • Ensure implementation of the activities in line with Child Protection Minimum Standards, INEE EiE minimum standards and relevant national/international standards, Tdh internal policies, codes of conduct, and humanitarian principles.

  • Take into full consideration gender, protection, environment, and other important cross-cutting concerns in program design, implementation, and reporting; carry out activities in a way that reflects the needs of specific groups and individuals, for e.g., Children Associated with Armed Forces and Armed Groups (CAAFAG), Children with Disabilities (CwD), and Unaccompanied and Separated Children (UASC).

  • Follow up on expenditures related to the child protection and education projects, and regularly participate in budget revision exercises.

  • Prepare timely purchase requests in line with project needs.

  • Identify logistic and admin support needs related to the child protection and education projects in Kirkuk governorate and communicate these to the PM and relevant log/admin support staff.

  • Identify and share with the PM any technical problems faced, potential risks and proposed solutions. Draft and send weekly reports on main project achievements, challenges and highlights to the PM.

  • Ensure quality data collection, appropriate use of child protection, education, case management and outreach databases and provide technical support to the data entry staff.

  • Ensure that all staff respect confidentiality and follow Tdh ethical guidelines.

Line Management and Human Resources Management

  • Assist with the recruitment of national staff.

  • Conduct regular assessment of their capacity-building needs. Prepare and regularly revise a capacity-building plan, and accordingly, help build knowledge and skills via trainings and review sessions, in order to maximize the capacity of local staff to provide quality child protection and education services and to achieve successful project implementation.

  • Ensure the daily supervision of child protection and education staff in Kirkuk governorate, and facilitate their relations with the PM.

  • Ensures all team members have a clear understanding of the Tdh project objectives, targets and results in Kirkuk.

  • With guidance from the PM, supervise the national staff by assigning them daily/weekly work activities according to agreed priorities, and support them in order to reach to project objectives.

  • Prepare the movement plan and weekly schedule of staff, community-based service providers, teachers. Plan proper utilization of spaces and resources.

  • Monitor and provide objective feedback related to the performance of national staff to the PM.

  • Support the PM in managing staff, encouraging effective team work and providing supervision and guidance, including regular and constructive feedback.

  • Organize and lead weekly multi-disciplinary team meetings with all staff, and supervisor. Report incidents and difficulties encountered with any Tdh staff or external interlocutors directly to the PM.

  • Organize and lead daily/weekly team meetings and provide weekly program update and movement plan.

  • Lead performance appraisals with the staff under her/his supervision.

Monitoring and Reporting

  • Gather information, data, reports and evidence from child protection monitors and other staff, and draft short situation reports and analytical reports to submit to the PM on a regular basis.

  • Prepare initial drafts of mandatory reports (such as contribution to the SitRep, donor reports, budget reports, etc.). Contribute, under the supervision of the PM, to writing the intermediate and final reports for donors on education and child protection programs.

  • Participate in writing articles, taking pictures, creating communication tools for the donor or HQ.

  • Draft minutes of meetings and activity reports as required and/or requested.

Networking / Coordination

  • Coordinate with child protection teams, education teams, WASH teams and CCCM teams, in accordance with PM’s orientation and guidance.

  • Under the supervision of the PM, network with local authorities and the community. Represent Tdh externally in a professional manner, and in accordance with her/his competencies.

  • Participate in the identification of new partnerships and collaboration to broaden the impact of Tdh’s child protection and education activities and to promote child protection mainstreaming.

  • At the request of the PM, attend and actively participate in the dedicated clusters and coordination meetings (Education, Child Protection).

  • With the PM, maintain good professional relationships with the MoE, DoE, DOLSA, UN Agencies & NGOs (national & international), and help prepare and conduct possible donor /media/delegation visits to project sites.

Other duties

  • Upon request, perform high-quality interpretation and translation from Arabic /English and vice versa.

  • Ensure that the security tracking is respected, monitor the security context and situation, and brief and update the PM regularly regarding developments and risks.

  • Travel within Iraq and inside KRI, as needed, on mission and for training.

  • Maintain and ensure a culture of strict confidentiality - among Tdh staff and between Tdh staff and non-Tdh employees or beneficiaries.

  • Undertake all other duties as assigned by the PM that are compatible with the job.

Profile:

Competencies

This function requires the mastery of Personal, Social and Leadership Competencies (PSLC), Technical and Methodological Competencies (TMC) and Management and Strategic Competencies (MSC).

  • Knowledge of child protection, psychosocial support (PSS), psychological first aid (PFA), case management (CM), gender-based violence (GBV) and others related topics.

  • Strong knowledge of child protection and child protection in emergencies, Standard Operating Procedures for Child Protection Case Management (CP CM SOPs) and other national/international guidelines and tools for education and child protection.

  • Demonstrated project management skills (financial management, human resources management, monitoring and evaluation techniques).

  • Strong training and capacity-building skills, particularly using participatory techniques for training on different components of CP programming. Previous experience conducting training in case management, caring for child survivors, psychosocial support, CP information management system desirable.

Other requirements

  • Bachelor’s degree in social sciences or similar humanities degree.

  • Minimum of 3 years management-level work experience (ideally in child protection project management) with an NGO or INGO.

  • Fluency in spoken and written English. Arabic and/or Kurdish language skills would be an asset.

  • Excellent report writing skills.

La délégation du Burundi est actuellement dans une dynamique de croissance opérationnelle avec un double enjeux :

  • Renforcer la structuration de la Délégation ;

  • Accompagner la réalisation, la consolidation et la mise en œuvre d’outils de suivi, de planification et d’évaluation (sous la responsabilité du Responsable Suivi, Evaluation et Qualité).

Context:

Tdh-Lausanne is currently implementing a large-scale emergency and rehabilitation program throughout the country in Ninewa, Salah ah-din, Anbar and Kirkuk Governorates with activities held in frontline and second line.

Main responsibilities:

The WASH Coordinator is responsible for the overall management and development of WASH programming implemented in Iraq. He/She ensures the monitoring of qualitative and operational aspects of the delegation’s programs in Iraq on a day-to-day basis. He/She guarantees the smooth functioning of WASH activities on the bases.

Fonction details:

Quality Programming Defined, Established and Implemented

  • Provide technical and management leadership to the WASH Program in accordance with best practices and Tdh policy

  • Ensure the management and implementation of delegated portfolio of projects within the program (activities, budget, plans of action, and project documentation) in line with proposals, objectives, strategies and donor requirements while ensuring high technical quality

  • Alerts line management and Field Coordinators in charge of program implementation in case there is a delay associated with a WASH program and suggests changes which could be made (in terms of activities, operation area, budget, schedule by which the WASH program is carried out etc)

  • Ensures that personnel, financial and logistical resources are meeting needs for a smooth implementation of WASH programs, especially within the framework of new project suggestions, in coordination with the Field Coordinator and the Deputy Country Representative-Program. In the case of a delay, he/she alerts the coordination team and participates in identifying solutions

  • In support of the WASH Project Managers, follow quarterly, monthly and weekly activity plans to achieve expected results; providing oversight and support on programmatic and operational aspects

  • Identifying needs and gaps in programming and proactively suggest new activities and strategies to enhance protection and education programming

  • When new operations are outlined, ensures that operational means are well defined in order to allow WASH program and its subsequent monitoring to be well carried out

  • Contribute to the development of country sector strategic direction, plans and proposals

  • Work closely with internal and external stakeholders and partners to ensure better coordination and representation of Tdh

Strategic and Operational Development

  • Keeps informed of changes in the humanitarian and political context in the area of intervention, particularly WASH related, ensuring that these subscribe properly to Tdh’s mandate and the country strategy

  • Suggests to the Coordination team to identify WASH needs and participates in the identification of these needs, if necessary

  • Proposes new operations to the Coordination team and is directly involved in the project design. The documents associated with these new operations should be complete, should respect Tdh’s internal procedures and should follow the format of the Donors and shall be validated by the the Deputy Country Representative-Program before sending to HQ

  • Participates in preparing a mission Strategy contributing on WASH aspects, involving local and international teams in reflection workshops that lead to recommendations/suggestions to the Coordination team

Quality Monitoring, Evaluation and Reporting

  • In collaboration with the M&E team, supervise the WASH teams and Project Managers to conduct and facilitate regular monitoring and evaluation activities, and liaise with partners to identify gaps and challenges as well as to ensure quality impact of the WASH approach

  • In collaboration with the M&E team, develop and roll out plans and tools to ensure data are collected to better report on activities and to improve quality services for beneficiaries including: needs assessment, baseline and impact surveys

  • Contribute to periodic internal and external reporting as per donor and Tdh guidelines, respecting deadlines and workflow

Coordination and representation of Tdh

  • Coordinate with other humanitarian partners and local authorities in the target areas, as relevant for the effective and efficient implementation of the WASH program

  • Participate in WASH meetings and clusters, and follow up with Cluster Coordination at base-level

  • Contribute to Cluster and humanitarian coordination mechanisms, including reporting and updating interagency tools

  • Represent the organization locally amongst donors, NGOs, International Organizations and local authorities and report representation action to the Country Representative in his/her periodical report, communicated ad-hoc when necessary

  • May be called to travel within the region to meet Tdh partners

Ensuring the technical monitoring of the WASH activities

  • Ensures the compliance of technical practices with the mandate and operations policy of Tdh by guaranteeing a permanent connection between base, coordination and HQ levels

  • Ensures that the strategy of the WASH programs complies with technical frameworks of Tdh

Staff Performance Management, Learning & Development

  • To support the identification and finalization of human resource needs for the smooth implementation of the WASH program, in collaboration with the Coordination

  • To carry out recruitment when needed, in respect to the local regulations, in collaboration with the WASH Project Managers, Field Coordinators and in coordination with the Human Resources department, including writing of job descriptions and candidate selection processes

  • To support and identify professional development needs of the team, raise to Coordination team and develop capacity building priorities and response

  • To provide CP and Education Project Managers with ongoing staff monitoring, supervision, and support, including regular and constructive feedback

Ensuring the logistical and administrative monitoring for WASH programs

  • Ensures that logistical, administrative and financial procedures are respected by WASH teams and alerts the coordination team if gaps are observed in order to take corrective action

  • When necessary, gives consent for local WASH purchases and submits purchase requests to the relevant department and HQ for approval (in accordance with internal rules and donor guidelines)

  • Supervises the WASH equipment and stock on the mission and ensures they are properly utilized

Security

  • Comply with TDH Security Regulations

  • Reports any security/safety incident and/or risk to the security focal point, line management and/or Country Representative

Others

  • Undertake all other duties that may be determined by the Country representative and that are compatible with the job

Context:

Juba became the world newest national capital on the 9th July 2011, when South Sudan formally declared its independence from the Republic of Sudan. In December 2013, a conflict broke out between the President (Salva Kiir) and former Vice President (Riek Machar). Numerous ceasefires were mediated between the SPLA (Sudan’s People Liberation Army) and SPLA- IO (in opposition) but were subsequently broken.

In August 2015 an Agreement of the Resolution of the Conflict in South Sudan was signed between the parties in conflict, nevertheless the violence never stopped in the country and the metaphorical road toward real peace still looks very difficult.

Terre des hommes has been active in South Sudan since 2013.

In 2014, Tdh launched a Child Protection project in the Protection of Civilians (PoC) sites in Juba where IDPs were sheltered. A comprehensive case management and a community-based structured psychosocial support are provided to children. In 2016, following the clashes that took place in Central Equatoria, Yei was identified as a zone of major humanitarian concern. In February 2017, Tdh opened a permanent base in Yei and worked with the local implementing partners to implement WASH and Food Security/Livelihood activities. In 2017, an additional WASH together with a Health and Nutrition intervention was launched in Lainya county.

Main responsibilities:

As representative of the organization, the Country representative coordinates and manages all activities linked to Terre des hommes projects in the posting country: project cycle management, networking, local fund raising, staff management, safety and security, finance and administration. He/she supports Terre des hommes local partners. He/she manages and develops the organization’s intervention strategy jointly with the desk HQ.

Fonction details:

Strategy and institutional policy

  • Ensures implementation and compliance to Terre des hommes Foundation Strategic Plan, Terre des hommes regional strategic plan and Terre des hommes thematic policies in the field,

  • Together with the desk, elaborates, implements and reviews the country strategy for Terre des hommes in South Sudan.

Project cycle management

  • Manages, supervises and coordinates all the activities related to the implementation of Terre des hommes’s projects in South Sudan according to the proposal guidelines and indicators, budget and work plans,

  • In consultation with Terre des hommes’s Emergency desk, develops new projects in-line with Terre des hommes strategic plan and thematic policies,

  • Develops annual and/or project work plans,

  • Develops monitoring and evaluation systems for all project work,

  • Together with the Senior Management Team and the project staff, reviews the progress of each project monthly,

  • With the technical support of the Resource Persons (thematic), monitors the quality of the work carried out and suggests means of improvements,

  • Assess the efficacy and effectiveness of the work carried out and identifies ways for further improvements.

Reporting

  • Provides the Desk with quality monthly activity reports and annual reports in line with project objectives and indicators,

  • Provides the Desk and/or the donors with quality intermediate and final project reports as per contract.

Finance

  • Is responsible for the overall financial management of the delegation,

  • Ensures a tight follow up of all budgets including donors contracts and takes necessary actions in case of over/under expenditure,

  • Works with the finance and admin coordinator on budgeting, accounting and auditing as required.

Human resources management

  • Manages (supervision, support, training, etc.) Terre des hommes employees in South Sudan, expatriates as well as local staff,

  • Recruits Terre des hommes local staff.

  • Elaborates, implements and updates the delegation personal policy.

Representation and networking

  • Represents the organization in the country, particularly to the government, official agencies, other non-governmental agencies, partners and the community,

  • Ensures that all formalities required by government and other official agencies are properly prepared and punctually presented,

  • Actively participates in meetings and fora organized by the GO/NGO/UN sectors as relevant to Terre des hommes work in the country,

  • Liaises strategically with Government representatives as well as with potential in country donors including SDC as a bilateral donor.

Fund raising

  • Develop and maintain sound relations with potential donors (institutional, local, etc),

  • Identifies new funding sources,

  • Initiates and leads the development of new project proposals,

  • Secures new contracts.

Administration

  • Implements and updates Terre des hommes delegation’s rules and procedures,

  • Ensure that contracts, rules and procedures meet all requirements of national law.

Others

  • Undertake other duties that may be defined by Terre des homes desk HQ,

  • Terre des hommes expects that its contractors’ professional conduct reflect proper behavior in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Terre des hommes and defends in all circumstances the interests of the movement.

Context:

End of June 2016, Tdh launched an integrated emergency WaSH, Child Protection, CCCM and NFI response, following several waves of IDPs resulting from military operations to free Shirgat district, as well as the South Mossul Corridor. Tdh is currently operating in Tikrit, Baiji, Tooz and Shirqat districts. Tdh is also operating in Kirkuk governorate via Cash grant and Child protection assistance.

Main responsibilities:

S/he will be based in Erbil/Bagdad with regular field project visit in Shergat, Kirkouk, Tal Afar and Anah.

S/he is responsible for supervising and training her/his field teams.

S/he ensures decisions and actions are taken in her/his area of intervention and deals with them independently on a daily basis in consultation with the sector coordinator and the Country Representative.

S/he ensures that the outcomes of the project(s) s/he is in charge of are achieved.

S/he acts as the link / the synergy between the project for which s/he is authorized and the other projects developed within the delegation.

S/he builds up the expertise in her/his field of intervention.

S/he collaborates and coordinates with the thematic advisors at headquarters to develop and validate the thematic strategy in line with the Tdh strategic commitments, and conduct advocacy and strategic capitalization actions.

Re-design the approach to hygiene promotion to utilize a Behavior Change Communication (BCC) approach

  • Develop tools and processes to identify triggers and barrier to behavior change for School, Health center and community project according to the DoE, DoW, Cluster and TWG HP Standard

  • Develop key messages and selection of communication channels to promote behavior change.

  • Develop implementation guidelines and supporting resources for BCC approach

  • Redevelop training package and roles/responsibilities for community level volunteers

  • Contribute to the definition of the mission’s WASH strategy in cooperation with the WASH Project Manager

  • Assist in developing innovative modes of establishing new infrastructure by developing E-Library and “serious games”

Context:

Violent events in Rakhine State of Myanmar, starting in August 2017, led to the displacement of 615’000 Rohingya men, women and children towards Cox’s Bazar district in Bangladesh. The mass and speed of the displacement created an acute humanitarian crisis. People arrived with very little belongings and all basic needs are to be met. Beyond water, sanitation, shelter, food and health, protection is an important issue to address notably when it comes to children: they potentially suffered the most from the dramatic events which happened in Myanmar and during the cross border journey to Bangladesh and they are now the most vulnerable in the refugee camps where living conditions are particularly harsh. The displaced population counts 28% of children between 5 and 17 years old (14% each per gender). There is potentially - adding the refugees already leaving in the area before the crisis (212’518) - a population of 231’700 individuals which need to be supported.

In response to this humanitarian crisis, Tdh seeks to deliver integrated services and support to children in Cox’s Bazar through provisions of psychosocial support to refugee children, youth and adults and targeted child protection services to the most vulnerable children, including children affected by family separation.

Main responsibilities:

The Child Protection Coordinator will be responsible for providing strategic direction and vision to the Tdh’s Child Protection programming in Cox’s Bazar and Teknaf (Bangladesh) and will be responsible for the overall quality implementation.

He/She will oversee the Child Protection in Emergencies project Managers (2) and provide guidance to the child protection staff to ensure that stated goals and objectives are met, that the projects is appropriately monitored and evaluated, and that project reports are written and submitted in a timely manner.

He/She will and ensure that child protection principles, CPMS and Tdh’s child protection in humanitarian crises policy are being incorporated into the emergency programs.

He/she will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh’s Child Safeguarding Policy.

Tdh expects that its contractors’ professional conduct reflect proper behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Terre des hommes and defends in all circumstances the interests of the movement.

Tdh intervenes without any affiliation for politics, religion or financial profit. He/she will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation.

He/she commits to observe discretion on any information related to the organization functioning and beneficiary related issues.

Fonction details:

Program Planning and Implementation

  • Provide technical and management leadership to the Child Protection Program in accordance with best practice and Tdh’s policies

  • Ensure that all planned child protection activities are implemented on time, within the budget, according to quality standards and as per the monthly plan

  • With support from the CP managers, follow quarterly, monthly and weekly activity plans to achieve expected results. This includes planning of activities, and procurement

  • Identify needs and gaps in programming and proactively suggest new activities to enhance the protection activities

  • Contribute to the development of country sector strategic direction and plans

  • Work closely with various partners to ensure better coordination and representation of Tdh

Monitoring and Reporting

  • Supervise (in collaboration with the CP humanitarian specialist) required evaluation of new situation or of the existing program to guarantee high quality intervention

  • Contribute to integrate the last updated ODK tools. Supervise the CP teams and CP managers to conduct regular monitoring and evaluation activities, and on a regular basis liaise with partners to identify gaps and challenges as well as to ensure quality impact of the CP approach

  • Work closely with M&E officer to ensure data are collected to better report on activities and to ensure quality services for beneficiaries

  • Draft monthly reports in addition to other reporting tasks as per donors and partners requirements

Capacity building

  • Identify training needs and develop a capacity building strategy

  • Provide follow-up child protection training where required

Coordination

  • Coordinate with other humanitarian partners and local authorities in the target areas, as relevant for the effective and efficient implementation of the CP projects

  • Attend clusters and working groups, sub-clusters and task forces

  • Liaise with the local authorities to guarantee the acceptation of Tdh’s intervention and as much as possible the reinforcement of the existing CP system

  • Advocacy and training (internal and external) on CPMS

Human resources management

  • To carry out necessary recruitment when needed, in respect to the local regulations, in collaboration with the CP Project Managers and in coordination with the Human Resource

  • To provide CP Managers with ongoing staff monitoring, supervision, and support, including regular and constructive feedback

Security

  • Comply with Tdh Security Regulations

  • Reports any security/safety incident and/or risk to the Emergency Coordinator

Others

  • Undertake all other duties that may be determined by the Country representative and that are compatible with the job

  • Maintain and ensure a culture of strict confidentiality - inter Tdh staff and between Tdh staff and non Tdh employees

Profile:

  • University degree and five year relevant work experience

  • Proven technical knowledge and skills in the field of Child Protection

  • Prior experience working in emergency settings or insecure environments

  • Strong written and oral communication skills, effective in representation and liaison with external parties

  • Proven ability to work as part of a team

  • Demonstrated experience in capacity building and mentoring of national and international staff

  • Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well

  • Fluency in English required (spoken and written)

  • Raising awareness within the Foundation on violence against children.

  • Providing guidance to employees and others and defining expectations when it comes to preventing, raising, denouncing and responding to issues of child abuse.

  • Reducing the risk of child abuse by selectively recruiting employees and others.

  • Reducing the risk of child abuse by developing a culture of open and informed leadership within the organization and in our work with children.
