    Context:

    Violent events in Rakhine State of Myanmar, starting in August 2017, led to the displacement of 615’000 Rohingya men, women and children towards Cox’s Bazar district in Bangladesh. The mass and speed of the displacement created an acute humanitarian crisis. People arrived with very little belongings and all basic needs are to be met. Beyond water, sanitation, shelter, food and health, protection is an important issue to address notably when it comes to children: they potentially suffered the most from the dramatic events which happened in Myanmar and during the cross border journey to Bangladesh and they are now the most vulnerable in the refugee camps where living conditions are particularly harsh. The displaced population counts 28% of children between 5 and 17 years old (14% each per gender). There is potentially - adding the refugees already leaving in the area before the crisis (212’518) - a population of 231’700 individuals which need to be supported.

    In response to this humanitarian crisis, Tdh seeks to deliver integrated services and support to children in Cox’s Bazar through provisions of psychosocial support to refugee children, youth and adults and targeted child protection services to the most vulnerable children, including children affected by family separation.

    Main responsibilities:

    The Nutrition PM will be responsible for Tdh’s Nutrition programming in Cox's Bazar (Bangladesh) and will be responsible for the overall quality implementation. He/she is responsible for the evaluation, implementation and management of programming and monitoring of the Nutrition Project, including financial and logistics. He/she ensures the monitoring of qualitative and technical operational aspects of the Delegation’s programs in Cox’s Bazar on a day-to-day basis.

    He/she supports the designing and fundraising for grants related to Nutrition, through the monitoring of donor opportunities, the drafting of concept notes, budget & project documents and in straight collaboration and supervision with the WHN Program coordinator and HQs’ teams specialists.

    He /she is responsible as well for Nutrition Project Cycle Management, the day-to-day implementation and management of Nutrition activities, the Coordination and Representation with official authorities (MoH) and INGOs, the Management of Nutrition Human Resources including capacity building of national counterpart (MoH staff) and national staff, the provision.

    Fonction details:

    Project Management

    • To develop, implement and monitors the emergency Nutrition projects, in accordance with multiple objectives, activities and targets outlined within current donor proposals and in line with projects’ budgets

    • To ensure that activities are appropriately monitored and evaluated and proposes, when deemed necessary, amendments to the implementation strategy

    • To follow up on the Nutrition situation in Cox’s Bazar, and activities’ impact and propose adjustments of the project strategy if needed

    • To forecast and follow up on expenditures related to the project

    • To participate in budget revision exercises

    • To prepare timely purchase requests in line with the project needs

    • To support required actions by the administration related to Nutrition team management and supervision

    • To identify logistic and admin support needs related to the project and communicate these to the relevant log/admin support person(s)

    Reporting, monitoring, communication and planning

    • Ensures donor and internal reporting

    • Writing of the narrative monthly, quarterly, intermediate and final reports, according to the templates and requirements

    • Feeds information to the Wash, Nutrition & Health programme coordinator

    • Participate in designing strategies and objectives for improved support to beneficiaries and contribute actively in its monitoring, evaluation and revision

    • Participates in assessments in its geographical zone of intervention or outside

    • As requested by his/her Line Manager, take part in the definition of strategic orientation for the mission, be it in the operational or in the technical part

    • Planning of activities. He/she must provide activity planning for all the duration of the project, as well as monthly and/or as requested

    • Creates and applies a communication and visibility plan in the project(s) under his/her responsibility

    • Designs, and ensures the correct implementation of a monitoring plan for the activities and staff of our local counterparts

    • Designs, and implements correctly, a data gathering system and tools as needed for the implementation of the project

    • Ensures the capitalization of lessons learnt and good practices in formal documents

    Coordination and representation

    • Participates in internal coordination meetings as needed and requested

    • Participates in external coordination meetings (Cluster meetings, meetings with authorities from the Ministry of Health) and ensures the correct technical coordination with other Tdh activities

    • Represents Tdh in front of the Ministries of Health, as requested

    • Ensures the correct integration of Tdh’s Nutrition activities and strategy in the Ministry of health’s plans, policies and regulations

    • Ensures the correct coordination with the other Project Managers, in the activities related to his area of work

    • Ensures the coordination and solves potential overlapping of activities with other organizations and actors in health and/or nutrition sector in Cox’s Bazar

    • Ensures communication and reporting regarding technical matters, as needed, with the technical referent for Nutrition available at the mission or at HQ

    • Participates, as requested by his/her Line Manager, in the writing of Nutrition proposals

    Team Management & Human Resources Management

    • To identify, recruit train and manage staff

    • To ensure staff care

    • To ensure Child safeguarding policy is enforced

    • To ensure the whole team has a clear understanding of the Tdh mandate and project

    • Ensure a positive working environment and good team dynamics (solve out potential conflicts), organize and lead coordination meetings

    • Evaluate the staff under his/her direct responsibility on a regular basis and pass on the evaluations and recommendations to HR

    • Ensure the communication contract is implemented within his/her team(s) and project teams

    • Create conditions for a good flow of operational information from delegation – field - delegation (verbal exchanges, e-mails, sitreps, reports,, etc.)

    • Ensure overall compliance with the Tdh HR procedures and those of the country (fairness, transparency)

    • Participate in the delegation coordination meetings

    • Ensure and support the accountability of the national teams in a gradual process of delegation and nationalisation of managerial posts

    • Develop his/her subordinates' self-reliance and encourage collaboration

    Security

    • Comply with Tdh Security Regulations

    • Ensure Staff safety and inform staff on security rules as defined

    • Reports any security/safety incident and/or risk to the emergency coordinator

    Profile:

    Job requirements

    • Degree in Medicine or Nursing or Nutrition

    • At least four years of experience in the implementation of Nutrition projects, preferably in humanitarian contexts

    • Technical knowledge on CMAM and IYCF, experience in management of OTPs, SCs and TSFPs

    • Successful track record of developing funding strategies and securing high levels of funding from institutional donors (OFDA; BPRM; DFID; ECHO; UN; etc.) ; excellent knowledge of the Logframe, proposal and budget development

    • Proven knowledge of logistics implementation at national level

    • Ability to work well and punctually under pressure

    • A commitment to excellence; attention to detail

    Context:

    Juba became the world newest national capital on the 9th July 2011, when South Sudan formally declared its independence from the Republic of Sudan. In December 2013, a conflict broke out between the President (Salva Kiir) and former Vice President (Riek Machar). Numerous ceasefires were mediated between the SPLA (Sudan’s People Liberation Army) and SPLA- IO (in opposition) but were subsequently broken. In August 2015, an Agreement of the Resolution of the Conflict in South Sudan was signed between the parties in conflict, nevertheless the violence never stopped in the country and the metaphorical road toward real peace still looks very difficult.

    In November 2016, following massive displacement of population and start of the conflict in Equatoria, Tdh launched an assessment in Yei to determine the immediate humanitarian needs of the affected population. Tdh has opened a new base in Yei and started activities early 2017. Needs addressed include Child Protection, WaSH and Food security in collaboration with local partners.
    Tdh launched a new assessment in Greater Mvolo area with a focus Food Security and Livelihood, WaSH, Education and Protection in May 2018. Tdh will open a base in Mvolo to address Food security and liveliyhood needs in this area

    About Terre des hommes: Terre des hommes Foundation (Tdh) is the leading Swiss NGO focusing on child rights. It is active in more than 30 countries with development and emergency projects.     Main responsibilities:

    Under the supervision of the Support Coordinator the Flying Finance, HR and Administration Manager job is to ensure the efficient administrative management of the projects in Tdh bases.

    Function details:

    Ensure the opening and follow-up of Mvolo Base in term of Adminsitration, Finance and HR

    Opening phase:

    • Support the implementation of Tdh Finance, Administration and HR rules in Mvolo base,

    • Support the recruitment of the Finance Officer,

    • Provide training to the Finance Officer with special attention on Saga use.

    Daily management:

    • Supervise the cash and bank management,

    • Receive, compile and check the monthly accountancy sent by the finance officer Mvolo and sent to Finance Coord in respect of internal deadlines,

    • Prepare Tdh Treasury forecasts and prepare/send fund request to the Field Coordinator for validation,

    • Follow the Mvolo partner in preparation the monthly accountancy ensuring respect of Tdh administrative rules,

    • Lead the ongoing project budget follow up, forecasts and analysis in Mvolo base in collaboration with PM, FieldCo,

    • Support the ongoing project financial reporting in collaboration with the admin coordination in Juba,

    • Be the focal point in terms of local law analysis and follow at base level,

    • Check the monthly salaries and send all the data to the Support Coordination in Juba,

    • Verify the base’s salary databases and payroll processing,

    • Check and ensure the update of the HR information at base level,

    • Monitor adhesion to national HR policy at base level,

    Context:

    Terre des hommes (Tdh) is a child relief Non-Governmental Organization with a presence in over 30 countries of the world and more than 90 projects.
    Our goal is to make a significant and lasting difference to the lives of children in need.
    We support children in areas of Child and Maternal health, protection, Water and sanitation and Migration. Our humanitarian services help children in crisis situations across the world.
    Tdh has been present in Iraq since 2014 with NFI distributions in Dohuk Governorate and in October 2015 launched unconditional cash assistance with the support of Swiss Solidarity.
    Since these first interventions, Tdh is now present in eight districts across four Governorates, with operations in additional districts in 2017, as Tdh followed the frontlines to provide emergency assistance. The incumbent will conduct his or her duties in accordance with the Charter of Terre des hommes and the Tdh Child Safeguarding Policy.

    Main responsibilities:

    This position is an expatriate position based in Kirkuk with regular travel within the regions of

    Tdh operations in Kirkuk governorate.

    The Logistics manager is in charge of:

    • Implementing and supervising all logistics operations in Kirkuk and other field sites in Kirkuk governorate

    • Organizing logistics support for programs, keeping Terre des hommes procedures

    • Assisting the Field Coordinator to implement the security procedures.

    The purpose of the position is to implement logistic activities regarding the projects and the base(s) of TDH, more specifically:

    • Management of the fleet of vehicles/equipment

    • Stock Management,

    • Procurement – supply,

    • Office management and guest houses functioning,

    • Human Resources

    • Operation,

    • Security,

    • Reporting.

    Function details:

    Fleet management and Transport

    • Responsible for the vehicles fleet, including vehicles for team and material transportation,

    • Ensure the good follow up of fleet activities and reporting,

    • Establish vehicle movement schedules,

    • Ensure that a complete breakdown kit is available on board all vehicles,

    • Permanently ensure that all drivers have received general training and carry out regular testing,

    • Ensure that drivers are aware of their obligation to adhere to Tdh International safety rules and procedures,

    • Check that vehicle log books are in place and are used correctly,

    • Ensure that fuel consumption and vehicle mileage are monitored, consolidated, analyzed and recorded,

    • Prevent the misappropriation of fuel and spare parts,

    • Supervise the management of the pool of vehicles: maintenance, daily planning, price fluctuations, administration (rental, insurance, and documents).

    Procurement

    • Manage the supply chain in Kirkuk as per the Tdh purchasing procedures,

    • Manage Tdh purchasing procedures and those from donors funding the programs,

    • Carry out a purchasing environment analysis at the local level,

    • Supervise the update of price lists and supplier files,

    • Establish and update purchasing timelines, taking into consideration procurement tables, operation timelines and contextual and procedural logistical constraints,

    • Ensure that budgetary lines related to logistics are monitored and observed,

    • Receive the supplies request and keep their follow-up up to date,

    • Keep the different requesters, departments informed of the treatment given to their request,

    • Check the supplies (quality, price, technical specifications, delivery, procedure),

    • Check delivery to the departments, bases and programs,

    • Ensure that all documents regarding the supply chain are filed according to Pack Log procedure,

    • Participate in drafting the call for tenders,

    • Archive all the procurement files according to TDH procedures,

    • Develop framework contract and catalogue,

    • Ensure that dealings with suppliers are monitored.

    Stock Management

    • Select storage locations and create a plan for the development and security of these sites,

    • Ensure material is stored under suitable conditions,

    • Ensure procedures are followed as stock is checked in and out,

    • See that all documentation linked to stock is complete and correct,

    • Supervise monthly physical stock inventory.

    Assets and IT

    • Ensure a good equipment management,

    • Ensure the correct affectation of equipment according to donors rules and regulation,

    • Ensure in close collaboration with admin and program, the affectation and transfer of equipment at the end of programs according to donors and Tdh rules and regulations,

    • Ensure the assets well cover the support and program needs,

    • Ensure an accurate and regular equipment follow up,

    • Update antivirus software,

    • Implement backup and data-protection procedures,

    • Ensure the maintenance and correct use of IT equipment,

    • Provide technical assistance to teams and organize training sessions.

    Operation

    • Ensure that logistics support meets Programs expectations,

    • Ensure good level of communication between Programs and Logistics,

    • Ensure quality of store management and reporting,

    • Ensure the quality of the transport and delivery of all stock items,

    • Ensure the link between suppliers and programs,

    • In close collaboration with the program team, manage the stock reconciliation.

    Human Resources Management

    • Analyze and quantify logistics staff needs,

    • Supervise recruitment, training and management of the logistics team according to identified needs,

    • Conduct performance reviews for members of the logistics team and support logisticians in this task,

    • Manage directly your subordinates and indirectly their team,

    • Ensure that all logistics staff members have appropriate appraisal and training from their line manager,

    • Organize formal team meetings with its team at regular intervals.

    Manage the premises

    • Manage the rent of premises (office, houses, warehouses),

    • Manage the functioning of premises (electricity, water, gas, etc),

    • Supervise the renovation and maintenance of structures needed for the functioning of the base (offices, houses, warehouse).

    Security

    • Ensure the safety of all the premises,

    • Liaise with Security Coordinator for implementation of security procedures,

    • Train teams in safety rules and procedures,

    • Pass on any security-related information to the line manager.

    Reporting

    • Provide all information needed to draft Donor logistics intermediary and final reports,

    • Consolidate logistics packs monthly and pass on to the logistics coordinator,

    • Provide to the logistics coordinator all information needed to draft intermediary and final reports,

    • Reports any security/safety incident and/or risk to the Field coordinator.

    Representation

    • Attending any relevant meeting in your field of expertise.

    Other

    • Agree to comply with Tdh Code of Conduct and promote Child Safeguarding policy,

    • Report serious cases of abuse on children that you would be aware of in Tdh’s intervention locations. Strict confidentiality must be respected,

    Profile:

    Knowledge:

    • Formal education/training in logistics desired - can be compensated with experience (at discretion of evaluation team)

    • At least 6 months years' experience in an humanitarian and/or international context

    • Significant previous experience with similar tasks, particularly in procurement

    • Advance IT knowledge (hardware and software, Microsoft Office, Internet, Server, LINUX)

    • Experience in team management

    • Previous experience with an NGO is desirable

    • Ability to work under pressure and in a stressful environment

    Context:

    Tdh has been present in Iraq since 2014 with NFI distributions in Dohuk Governorate and in October 2015 launched unconditional cash assistance with the support of Swiss Solidarity. Since these first interventions, Tdh is now present in eight districts across four Governorates, with operations in additional districts in 2017 as Tdh followed the frontlines to provide emergency assistance.The incumbent will conduct his/her duties in accordance with the Charter of Terre des hommes and the Tdh Child Safeguarding Policy.

    Main responsibilities:

    Under the supervision of the Field Coordinator, the Log and Admin Manager carries out administrative, HR, accounting, financial and logistics management of his/her base, in compliance with donor and Tdh procedures.

    The Log and Admin Manager is responsible for:

    • Organizing logistics and administrative support to the programs,

    • Supervising accounting operations and cash management, and carring out budget follow up in conjunction with the Program Managers,

    • Ensuring Tdh’s Human Resources policy is properly implemented at the base,

    • Supporting monitors and trainnig the members of his administrative team,

    • Assisting the the Field Coordinator to implement the security procedures.

    Function details:

    Administration & Finance & HR

    Administrative management of personnel:

    • Assist in welcoming and integrating new personnel, ensure they receive administrative briefing,

    • Supervise the administrative management of personnel recruitment and hiring at his/her base with Tdh procedures and Iraqi & or Kurdistan Labour Law,

    • Supervise the archiving, handling and security of Tdh personnel files,

    • Draft employment contracts for employees at his/her base,

    • Ensure that performance reviews are carried out according to defined procedure, and monitor the professional development of personnel,

    • Centralise training requests from teams and set up a training plan.

    Cash-flow/bookkeeping:

    • Manage his/her base's cash-flow and ensure that cash boxes are well supplied,

    • Manage transfers and monitor the security of funds,

    • Plan and consolidate the monthly cash requests for the base (in coordination with the Field Co and the Project Managers),

    • Supervise the upkeep and security of safes and cash-boxes,

    • Validate all disbursements and commitments of expenditure, in compliance with Tdh procedures

    • Supervise account keeping at his/her base, monitor cash balances, supervise the accounting code and budget allocations.

    Finance:

    • Ensure implementation of Tdh procedures and donors' finance rules,

    • Ensure Tdh budget monitoring (real cost analysis, monthly budget follow up, quarterly forecast, etc.) and donors’ contracts management,

    • Follow-up Tdh budget breakdown in close collaboration with the Admin and Finance Coordinator and Project Managers,

    • Update CCP for his/her base,

    • Update and analyze budget follow up in conjunction with logistic and program teams,

    • Make connections between budgetary consumption and activity progress. Propose solutions if necessary,

    • Monitor functioning costs at his/her assignment base.

    Logistics:

    Supply Management:

    • Manage the supply chain in Tikrit as per the Tdh purchasing procedures,

    • Carry out a purchasing environment analysis at the local level,

    • Establish and update purchasing timelines, taking into consideration procurement tables, operation timelines and contextual and procedural logistical constraints,

    • Ensure that budgetary lines related to logistics are monitored and observed,

    • Receive the supplies request and keep their follow-up up to date.

    Vehicle Fleet Management:

    • Negotiate vehicle rental contracts,

    • Supervise the planning and execution of maintenance and repair work on mission vehicles,

    • Establish vehicle movement schedules,

    • Ensure that a complete breakdown kit is available on board of all vehicles,

    • Permanently ensure that all drivers have received general training and carry out regular testing.

    Equipment/Telecommunications Management:

    • Update inventory in real time,

    • Optimize distribution of materials according to task needs,

    • Organize the installation, safe-guarding and monitoring of materials,

    • Install communication means and ensure that they are regularly maintained,

    • Train teams in the use of these communication means.

    Management and Monitoring of IT Equipment:

    • Update antivirus software,

    • Implement backup and data-protection procedures,

    • Ensure the maintenance and correct use of IT equipment,

    • Provide technical assistance to teams and organize training sessions.

    Manage the premises:

    • Manage the rent of premises (office, houses, warehouses),

    • Manage the functioning of premises (electricity, water, gas, etc.).

    Security:

    • Implement team safety measures as determined by the coordination team,

    • Train teams in safety rules and procedures,

    • Pass on any security-related information to his/her line manager.

    Reporting/communication:

    • Establish and maintain relationships with local and regional administrative authorities, monitor regulations in force,

    • Take part in meetings relating to administrative aspects, represent Tdh on request and/or by order,

    • Supervise the sending of administrative and procurement and HR files of the closed programs to the Coordination according to the defined calendar.

    Profile:

    Knowledge :

    • Professional diploma or university degree in Logistics and/or finance and HR field,

    • At least 2 years' experience in an humanitarian and/or international context,

    • Proven experience in accountancy, financial and logistics management,

    • Experience and knowledge in donor compliance & grant management, especially ECHO, USAID-OFDA andUN agencies,

    • Strong budgeting and financial management skills,

    • Advance IT knowledge (hardware and software, Microsoft Office, Internet),

    • Professional level in SAGA accounting,

    • Significant knowledge and experience in human resources management,

    Context:

    Terre des hommes Foundation (Tdh) is the leading Swiss child relief organization, based in Lausanne (Switzerland). Every year our projects support more than 3 million children and their families in over 35 countries. We are part of the Terre des hommes International Federation (TDHIF), with 9 other sister organizations in Switzerland, Europe and Canada. Tdh has been working in South Sudan since the beginning of 2013. On May 2018, Tdh and Solidarites International (SI) conducted a joint assessment in the Mvolo County of Western Equatoria which covered Food Security, WaSH, Education and Protection issues. Based on the priority needs which were identified, a first WaSH / Food Security & Livelihood (FSL) intervention will be launched early September for a 12 month–period. WaSH activities (Hygiene Promotion) will be implemented by SI whereas Tdh will be in charge of the FSL component (distribution of agricultural and fishing inputs, technical training to seed recipients, small livestock restocking). One operational base will be set up and managed by Tdh in Mvolo, which will also host the SI team.
    A new assessment will be conducted shortly in Mvolo schools to work on (WaSH) infrastructure rehabilitation, hygiene promotion, school feeding and Child Protection.

    Main responsibilities:

    The Field Coordinator reports to the Country Representative and is in charge of representing Tdh and of supervising the implementation of Tdh projects in the geographical zone. S/he is responsible for staff management, finance and logistics, supervision of the implementation of activities, programme development, reporting and security. S/he manages the Mvolo base, ensures that Tdh Risk policies are enforced and coordinates with the SI team regarding security and programmatic issues.

    Function details:

    Programme Strategy and planning

    • Participates in the design/review of the strategy and objectives for Tdh in South Sudan.

    • Manages, supervises and coordinates all the activities related to the implementation of Terre des hommes’s projects in Mvolo area according to the proposal guidelines and indicators, budget and work plans and in line with Tdh and donor’s standards.

    • Facilitates coordination among key staff members of Programmes, Administration and Logistic teams in Mvolo and participates to internal coordination in Juba, addressing operational highlights.

    • Supports programme managers in desining and implementing a monitoring and evaluation system to evaluate programme results and makes recommendations for future programme directions.

    • Ensures follow up on technical recommendations

    • Facilitates the external evaluation as required by management and integrates recommendations in work plans.

    General Administration and Logistics for Mvolo Base

    • Is responsible for the overall financial management of the base and provides administrative, financial and logistics follow-up for Mvolo base, to ensure procedures are in line with Tdh and donor’s

    • Ensures a tight follow up of all budgets including donors contracts and takes necessary actions in case of over/under expenditure.

    Human resources management

    • Leads and manages programming staff, encouraging effective team work and providing supervision and guidance, especially on issues related to cross-sectoral collaboration and harmonizing approaches.

    • Assists the managers in staff resource planning: job descriptions, recruitment, induction, training for all staff as appropriate and and to encourage and empower national staff.

    • Ensures regular performance appraisals and encourages the personal development plans and the identification of training needs, as well as disciplinary and grievance procedures and exit interviews, as necessary.

    • Ensures compliance with law requirements in respect to employment conditions and related matters, and with Tdh staff regulation (leave and R&R planning for expatriates working in Mvolo and implement annual plan of staff leave days).

    Security

    • Ensures respect of Terre des hommes security procedures by all the staff in Mvolo.

    • Receives primary indications from a variety of sources (coordination office, inter-agency coordination, INGOs, staff, beneficiaries, etc.) and share relevant information with the rest of the team.

    • In Mvolo,(s)he leads the design and update of 1. Security plan documents, 2. Reporting of staff lists for UN evacuation plan, and 3. Existence and correct update of emergency kits.

    • Makes recommendations to the Country Representative regarding security issues, including enacting hibernation and/or evacuation plans.

    Representation

    • Represents the organisation in the area of intervention, particularly to the local authorities, official agencies, other non-governmental agencies, partners and the community.

    • Ensures that all formalities required by local authorities and other official agencies are properly prepared and punctually presented, including the sharing of information and reporting.

    • Actively participates in meetings and fora organised by the GO/NGO/UN sectors as relevant to Terre des hommes work in the area.

    • Liaises strategically with Government representatives as well as with potential in country donors including SDC as a bilateral donor.

    • Acts as the local Tdh focal point for monitoring visits and local queries posed by donors.

    Fundraising

    • Develop and maintain sound relations with potential donors (institutional, local, etc).

    • Identifies new funding sources.

    • Initiates and leads the development of new project proposals.

    • Secures new contracts.

    Reporting

    • Provides the Country representative with quality monthly activity reports and annual reports in line with project objectives and indicators.

    • Provides the Coordination office with quality project reports as per contract.

    Corporate Policies, Management Systems and Procedures

    • Commits to respect and ensure the best implementation of the Child Protection Policy in Mvolo and to inform the Country Representative and/or the Desk Officer and to deal with any case of any allegations or possibility of transgression, even potential, of the Child Protection Policy.

    • Contributes towards promoting and adhering to Terre des hommes’ Charter, Code of Conduct and Operating Principles.

    Line Management

    • Is under the direct supervision of the Country representative and collabore with him/her and coordinators regarding programme, security and administrative matters.

    • Supervises the Project technical staff, Administrator, Logistician and additional resources as posted in Mvolo.

    Profile:

    Context:

    With the biggest population in Africa, Nigeria is ranked as one of the first economy of the continent thanks to oil and petroleum products as well as mineral resources. But a great ethnic diversity (more than language groups led by the family or clan manner) mixed with a federal mechanism make it a real powder keg. The current North-East Nigeria joined the Country following a plebiscite in 1961. The territory concerned made up much of what is now Northeastern Nigeria, and a large part of the areas affected by the North-East insurgency

    Borno State Insurgency:

    Boko Haram was officially founding in 2002. Boko Haram conducted its operations more or less peacefully during the first seven years of its existence (the government reportedly repeatedly ignored warnings about the increasingly militant character of the organization). The situation changed in 2009 when the jihadist rebel group Boko Haram started an armed rebellion against the government of Nigeria. Since then, the violence has only escalated in terms of both frequency and intensity. In 2013, Nigerian started to apply a state of emergency in North Est Nigeria (Borno, Yobe, and Adamawa) => Nigeria forces launched an offensive in the Borno. The violence escalated dramatically in 2014, with 10,849 deaths.

    Regional/International impact:

    In 2014, Boko Haram militants attacked several Nigerian towns in the North and captured them. The insurgency spread to neighbouring Cameroon, Chad, and Niger thus becoming a major regional conflict. In 2015, a coalition of military forces from Nigeria, Chad, Cameroon, and Niger began a counter-insurgency campaign against Boko Haram. The coalition offensive forced Boko Haram to retreat into the Sambisa Forest (South East of Maiduguri City).

    Recent developments of the conflict:

    Following the GoN counter-offensive and military support from the Occident, several capitals city of Local Governmental Areas (LGAs) of Borno State were liberated. But out of the city, in the country side, the Boko Haram superiority is still significant. => Since the current insurgency started in 2009, it has killed 20,000 and displaced 2.3 million from their homes and was ranked as the world's deadliest terror group by the Global Terrorism Index in 2015.

    Humanitarian consequences:

    The HNO 2017 estimated some 14 million people in need across the six states of the north east. In determining the response for 2017, humanitarian partners agreed to focus on states assessed as the most affected by the violent conflict, infrastructure destruction, mass displacement, ongoing insecurity and ensuing factors. The highest numbers requiring humanitarian assistance are located in Borno, Adamawa and Yobe where 8.5 million people are in need of urgent life-saving assistance. The approach of the humanitarian community is to respond to the most life-threatening needs of 6.9 million people in the three most (Borno, Yobe, Adamawa) affected states of North East Nigeria, from an estimated 8.5 million people in need in the same states.

    TdH’ strategy/position in the country:

    Tdh is present in Nigeria since mid- 2017. The NGO is willing to cover the needs of crisis affected people in Borno State by targeting the people's affected by the crisis with the access to some basic services (Primary Health Care, Child Protection, Educational support) or the living conditions (WASH, NFI).

    Main responsibilities:

    As a senior member of the Country Management Team (CMT), and under the direct supervision of the Country Representative, the Deputy Country Representative will support the Country Representative in his/her work related to:

    • The coordination and the management of the TdH’s programs in the country: (project cycle management, networking, local fund raising, staff management, safety and security, finance and administration);

    • The support of Tdh’s local partners.

    • The development of the organisation’s intervention strategy.

    S/He will operate these duties in line with the global Tdh’ Strategic framework and the agreed Country Strategy for Nigeria.

    Function details:

    Stragegy and institutional policy

    • To support the Country Representative in ensuring the implementation and compliance to Tdh Foundation Strategic Plan, Terre des hommes regional strategic plan and Tdh thematic policies in the field.

    • Together with the Country Representative, to elaborate, implement and review the country strategy for Tdh in Nigeria.

    Project cycle management

    • To support the Country Representative in managing, supervising and coordinating all the activities related to the implementation of Tdh’s projects in Nigeria according to the proposal guidelines and indicators, budget and work plans.

    • In consultation with Tdh’s DAH Technical specialists, to support the Country Representative in the development of new projects in-line with Tdh strategic plan and thematic policies.

    • To support the Country Representative in development of annual and/or project work plans.

    • To support the Country Representative in developping monitoring and evaluation systems for all project work.

    • Together with the Senior Management Team and the project staff, to review the progress of each project monthly.

    • With the technical support of the Resource Persons (thematic), to monitor the quality of the work carried out and to suggest means of improvements.

    • To support the Country Representative in assessing the efficacy and effectiveness of the work carried out and to identify ways for further improvements.

    Reporting

    • To support the Country Representative in providing the Desk team with quality monthly activity reports and annual reports in line with project objectives and indicators.

    • To support the Country Representative in providing the Desk team and/or the donors with quality intermediate and final project reports as per contract.

    Finance

    • To participate to the overall financial management of the delegation.

    • To participate to ensure a tight follow up of all budgets including donors contracts and takes necessary actions in case of over/under expenditure.

    • To participate, with the Finance and Administrative Unit on budgeting, accounting and auditing as required.

    Human resources management

    • To participate in the managing (supervision, support, training, etc.) of Tdh employees in Nigeria, expatriates as well as local staff.

    • To support the Country Representative in the supervision of the elaboration, the implemention and updating of the delegation personal policy.

    Representation and networking

    • To represent the organisation in the country, particularly to the government, official agencies, other non-governmental agencies, partners and the community located in Abuja.

    • To ensure that all formalities required by government and other official agencies are properly prepared and punctually presented.

    • To actively participate in meetings and fora organised by the GO/NGO/UN sectors as relevant to Tdh work in the country.

    • To liaise strategically with Government representatives as well as with potential in country donors including SDC as a bilateral donor.

    Fund raising

    • To support the Country Representative in developping and maintaining sound relations with potential donors (institutional, local, etc).

    • To support the Country Representative in initiating and leading the development of new project proposals.

    • To support the Country Representative to secure new contracts.

    Administration

    • To support the Country Representative in implementing and updating Tdh delegation’s rules and procedures.

    Context:

    With the biggest population in Africa, (between 178.000.000 and 200.000.000 habitants), Nigeria is ranked as one of the first economies of the continent thanks to oil and petroleum products as well as mineral resources (gold, iron, diamonds, copper etc.). But a great ethnic diversity (more than language groups led by the family or clan manner) mixed with a federal mechanism make it a real powder keg. The current North-East Nigeria joined the Country following a plebiscite in 1961. The territory concerned made up much of what is now Northeastern Nigeria, and a large part of the areas affected by the North-East insurgency.

    Borno State Insurgency

    Boko Haram (Jamā'at Ahl as-Sunnah lid-Da'wah wa'l-Jihād,"People Committed to the Prophet's Teachings for Propagation and Jihad") was officially founded in 2002. Boko Haram conducted its operations more or less peacefully during the first seven years of its existence (the government reportedly repeatedly ignored warnings about the increasingly militant character of the organization). The situation changed in 2009 when the jihadist rebel group Boko Haram started an armed rebellion against the government of Nigeria. Since then, the violence has escalated in terms of both frequency and intensity. In 2013, The Government of Nigeria (GoN) started to apply a state of emergency in North East Nigeria (Borno, Yobe, and Adamawa) andthe Nigeria forces launched an offensive in the Borno. The violence escalated dramatically in 2014, with 10,849 deaths.

    Regional/International Impact

    In 2014, Boko Haram militants attacked several Nigerian towns in the North and captured them. The insurgency spread to neighbouring Cameroon, Chad, and Niger thus becoming a major regional conflict. In 2015, a coalition of military forces from Nigeria, Chad, Cameroon, and Niger began a counter-insurgency campaign against Boko Haram. The coalition offensive forced Boko Haram to retreat into the Sambisa Forest (South East of Maiduguri City).

    Recent Developments of the Conflict

    Following the GoN counter-offensive and military support from the Occident, several capital cities of Local Governmental Areas (LGAs) of Borno State were liberated. But out of the city, in the country side, the Boko Haram superiority is still significant. Since the current insurgency started in 2009, it has killed 20,000 and displaced 2.3 million from their homes and was ranked as the world's deadliest terror group by the Global Terrorism Index in 2015.

    Humanitarian Consequences

    The HNO 2017 estimated some 14 million people in need across the six states of the north east. In determining the response for 2017, humanitarian partners agreed to focus on states assessed as the most affected by the violent conflict, infrastructure destruction, mass displacement, ongoing insecurity and ensuing factors. The highest numbers requiring humanitarian assistance are located in Borno, Adamawa and Yobe where 8.5 million people are in need of urgent life-saving assistance. The approach of the humanitarian community is to respond to the most life-threatening needs of 6.9 million people in the three most affected states (Borno, Yobe, Adamawa) of North East Nigeria, from an estimated 8.5 million people in need in the same states.
    TdH’ Strategy/Position in the Country

    Tdh has been present in Nigeria since mid-2017. The NGO is targeting the needs of crisis affected people in Borno State through providing access to basic services (Primary Health Care, Child Protection, Educational Support) and/or support with living conditions (WASH, NFI).

    Main responsibilities:

    • He/She is in charge of the implementation and supervision of the Child Protection project in Monguno (Kukawa & Kross Kawa) Borno State, Nigeria. He/she contributes to the development of a CP project strategy at country level together with the Protection Coordinator, the Child Protection Expert at HQ, and the Country Representative;

    • He/she works in close coordination with governmental and non-governmental agencies, with the cluster system to develop, monitor and orientate the CP project;

    • He/she is expected to participate in child protection assessments, programme design and implementation at proposal and strategy level, as well as support on fundraising, recruitment and procurement, liaising and linking with other sectors in general;

    • He/she oversees the monitoring & evaluation of child protection activities;

    • He/she follows Country Representative strategy to work with all relevant authorities at district and community level (civil, religious, police and all other services) for a better implementation, acceptance and ownership in improving the conditions to protect children;

    • He/she will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh Child Protection Policy. Tdh expects that its contractors’ professional conduct reflect proper behaviour in accordance with local culture and traditions;

    • He/She will and ensure that Child Protection principles are being incorporated into the emergency programs;

    • He/she will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh Child Protection Policy.

    Function details:

    Line Management and Human Resources Management

    • Oversee the recruitment needs of the Protection Team, including the development and revision of job descriptions.

    • Ensure the whole team has a clear understanding of the Tdh CP mandate and project through initial and ongoing induction meetings followed by regular weekly and ad-hoc get-together with relevant staff.

    • Lead and manage staff, encouraging effective team work and providing supervision and guidance, including regular and constructive feedback.

    • Report security incidents and difficulties encountered with any staff members to the Country Representative.

    • Organise and lead weekly team meetings and provide weekly program updates and movement plans to the relevant support teams.

    Project Management

    • Develop, implement and monitor the Protection project in the target area, in accordance with multiple objectives, activities and targets outlined within current donor proposals and in line with the project budget.

    • Ensure that activities are appropriately monitored and evaluated and propose, when deemed necessary, amendments to the protection strategy, in consultation with the Protection Coordinator, Country representative and the CP Expert at HQ.

    • Contribute to the initial and regular assessments of the Protection project and activities’ impact, through field visits and staff communications.

    • Forecast and follow up on expenditures related to the Protection project and participate in budget revision exercises.

    • Develop the project’s M&E plan, including the design and development of data collection tools and ensure its correct implementation and monitoring at field level.

    • Collect data and information to report on project indicators and ensure that the project is on track, making adjustments where necessary.

    • Contribute to project proposal development and fundraising in close collaboration with the Protection Coordinator and Country Representative.

    • Prepare timely purchase requests in line with the Protection project needs.

    • Support required actions by the administration related to protection team management and supervision.

    • Identify logistic and admin support needs related to the project and communicate these to the relevant log/admin support person.

    Technical Competences

    • Capacity to establish a referral pathway for severe cases under the supervision of the Protection Coordinator and the CPiE Expert at HQ.

    • Project Strategy and planning under the supervision of the Coordinator and Country Representative and participate in designing strategies and objectives for improved support to beneficiaries, actively contributing to its monitoring, evaluation and revision.

    • Participate in CP assessments and contribute to other assessment design and implementation if required.

    • Participate in the review of the strategy for Tdh in Nigeria if requested.

    • Oversee the implementation of the project database and its supporting database tools.

    • Ensure correct data protection procedures and filing.

    Coordination and Representation

    • Work in close collaboration and consultation with authorities, non-government actors, cluster system.

    • Work in close collaboration and consultation with the Protection Coordinator, the Deputy CP Project Manger and in coordination with Tdh other departments (programme and support).

    • Increase Tdh visibility across project locations and participate in relevant meetings.

    • Represent Tdh in foras and meetings held at community location level.

    • Develops a network to facilitate the project acceptance and stake holder’s contribution and ownership.

    Capacity building

    • Ensure quality intervention through initial and refresher training on child protection in emergencies, psychosocial support and case management to dedicated Protection staffers, including community volounteers. Continued coaching and mentoring of staff shall be guaranteed throughout the project’s duration.

    • According to project activities, take a lead on designing and delivering capacity building training and workshops to target beneficiaries, including health workers, implementing partners and institutions.

    • Coordinate with other Tdh sectors to ensure child protection is mainstreamed into health and wash/hiygiene sectors.

    • Work in close collaboration and consultation with available government structures, non-government actors, cluster system and community representatives.

    • Coordinate with other departments (programme and support) as per needs.

    Security

    • Comply with Tdh Security Regulations.

    • Reports any security/safety incident and/or risk to the Security Manager.

    • Informs Protection staff under his/her supervision on security rules defined by the Country Representative.

    Profile:

    Knowledge

    • University degree in Social Studies, Project Management and/or related subject;
    • Minimum 3 years of work experience as child protection project manager in humanitarian contexts with an INGO;

    • Thorough knowledge of interagency guidelines, standards and best practices in child protection, MHPSS and related subjects;

    • Strong working knowledge of the project cycle management with a focus on implementing project in hardship locations.

    Skills

    Context:

    Juba became the world newest national capital on the 9th July 2011, when South Sudan formally declared its independence from the Republic of Sudan. In December 2013, a conflict broke out between the President (Salva Kiir) and former Vice President (Riek Machar). Numerous ceasefires were mediated between the SPLA (Sudan’s People Liberation Army) and SPLA- IO (in opposition) but were subsequently broken. In August 2015, an Agreement of the Resolution of the Conflict in South Sudan was signed between the parties in conflict, nevertheless the violence never stopped in the country and the metaphorical road toward real peace still looks very difficult.

    In November 2016, following massive displacement of population and start of the conflict in Equatoria, Tdh launched an assessment in Yei to determine the immediate humanitarian needs of the affected population. Tdh has opened a new base in Yei and started activities early 2017. Needs addressed include Child Protection, WaSH and Food security in collaboration with local partners.

    Tdh launched a new assessment in Greater Mvolo area with a focus Food Security and Livelihood, WaSH, Education and Protection in May 2018. Tdh will open a base in Mvolo to address Food security and livelihood needs in this area.

    Main responsibilities:

    The log manager is in charge of the overall logistic activities .She/he is responsible for logistic staff management, implementation of logistic procedures, programs support, reporting and security.

    Function details:

    ENSURING THE SECURITY

    • He/She contributes to define the mission’s safety management tools, in collaboration with the sub base managers concerned.

    • He/She ensures that general rules and safety plans for the mission and for the bases are implemented and respected and makes sure everyone (expatriate and local) is familiar with and understands the general rules and safety plans. He/She also monitors these rules and plans and ensures they are updated when required.

    • He/She ensures that the material and personnel resources on-site are sufficiently adapted to the level of safety

    • He/She participates in collecting safety information in the Tdh operation‘s areas and communicates these information through the security tree channels.

    • He/she participates actively in security and logistic meetings held in Juba (Ngo Forum, INSO, etc…)

    MANAGING THE SUPPLY CHAIN

    Purchases

    • He/She guarantees that purchase procedures are respected, and supervises the purchasing process for the whole mission. He/She works in close collaboration with the log and program staff at field and capital level.

    • He/she follows up order until deliver

    • He/ She leads the preparation of procurement plans in cooperation with PM and Finance ensuring regular update of it

    • In cooperation with the Finance department and HQ to develop a proper internal control system to limit any risk of theft, loss and deterioration inside the mission;

    Shipment

    • He/She supervises the shipment and delivery of materials up to their final destination.

    • Issue reserve upon receipt of any freight in case of any discrepancy

    • Ensure conditioning (fragile, dangerous, valuable, under special regulations, etc..)

    • He/she supervise the launching of the process of clearance and customs with local authorities for any freight

    Stock management

    • He/She guarantees the management and monitoring of the mission’s stock, according to Tdh procedures and tools. He/She ensures that these procedures are known and implemented on all the mission’s bases.

    • He/She ensures that stocking sites are appropriate to the mission’s needs and that merchandise is stocked appropriately in terms of location, layout and salubriousness.

    MANAGING THE MISSION’S FIXED EQUIPMENT : COMPUTER, TELECOMMUNICATION EQUIPMENT AND ENERGY

    • He/She defines the mission’s technical needs on each base and makes sure that their funding is possible, especially when new projects are being planned.

    • He/she issues technical recommendations on the choice of computer equipment,

    tele/radiocommunication equipment and energy supply. He/She validate the choice of the suppliers for the purchase of new equipment.

    MANAGING THE MISSION’S VEHICLES AND GENERATORS’S FLEET

    • He/She defines transport means adapted to the project’s needs.

    • He/She ensures that vehicles and generators follow up procedures are implemented and well documented.

    • He/She ensures that data related to vehicles and generators is collected, analyzed and filed.

    • He/She ensures the worthiness of fleet for mission need at optimal level.

    SUPPORTING THE FIELD BASES (Installation/Redeployment/Normal functioning/Closing)

    • He/She actively contributes to the opening and the closing of base(s) and potential redeployment. He/She supports the Log department in the organization of logistical factors (installing equipment, building research etc.).

    • He/She prepares the cost analysis for opening or closing of base.

    • He/She plans and supports the necessary rehabilitation and installation on the different bases if required.

    ENSURING THE CIRCULATION OF INFORMATION, CO-ORDINATION AND REPRESENTATION OF LOGISTICAL QUESTIONS

    • He/She ensures that logistical information is effectively circulated between teams on the field, the capital and heaquarter.

    • He/She writes or participates in writing internal reports for all the logistics issues of the mission.

    • He/She ensures logistical coordination at the mission level by regularly visiting bases, checks, monitoring, training etc.

    • He/She participates in the financial and administrative management of his/her area of work. He/She makes sure that the budgetary allowance is respected in the logistics department and establishes monthly cash-flow needs.

    SUPERVISING AND MANAGING LOGISTICAL TEAMS

    • He/She contributes to work meetings, mediates potential conflicts, defines priorities and plans activities.

    • He/She participates in the recruitment of the logistical team as well as in any decision to terminate an employment contract.

    REPORTING

    • Produces a monthly report and submit it to the Support Services Coordinator and to the Log HQ.

    Profile:

    Context:

    Under the supervision of Asia Area Manager, the Deputy Manager is responsible for a series of tasks connected to the Area and Operations with a variable and progressive degree of autonomy.

    They provide technical, administrative and analytical support to the team. They actively participate in the design and implementation of the strategic programs and interventions.They ensure the operational follow up of Tdh program/projects within the countries of intervention (respectively : Nepal, India, Myanmar, Bangladesh) up to the perimeter of their responsibilities. To properly follow up regional, delegation and program activities, they are expected to travel to the intervention areas.

    Main responsibilities:

    • Guarantee compliance with the project cycle management framework (scheduling the monitoring and evaluation) in collaboration with the teams in the field.

    • Guarantee the monitoring framework of the contracts related to their countries (authorities, national partners, financial backers, external consultants); directly for those managed from the headquarters, and as a support for those managed from the field.

    Fundraising

    Context:

    Violent events in Rakhine State of Myanmar, starting in August 2017, led to the displacement of 615’000 Rohingya men, women and children towards Cox’s Bazar district in Bangladesh. The mass and speed of the displacement created an acute humanitarian crisis. People arrived with very little belongings and all basic needs are to be met. Beyond water, sanitation, shelter, food and health, protection is an important issue to address notably when it comes to children: they potentially suffered the most from the dramatic events which happened in Myanmar and during the cross border journey to Bangladesh and they are now the most vulnerable in the refugee camps where living conditions are particularly harsh. The displaced population counts 28% of children between 5 and 17 years old (14% each per gender). There is potentially - adding the refugees already leaving in the area before the crisis (212’518) - a population of 231’700 individuals which need to be supported.
    In response to this humanitarian crisis, Tdh seeks to deliver integrated services and support to children in Cox’s Bazar through provisions of psychosocial support to refugee children, youth and adults and targeted child protection services to the most vulnerable children, including children affected by family separation.

    Main responsibilities:

    The Child Protection Coordinator will be responsible for providing strategic direction and vision to the Tdh’s Child Protection programming in Cox’s Bazar and Teknaf (Bangladesh) and will be responsible for the overall quality implementation.
    He/She will oversee the Child Protection in Emergencies project Managers (2) and provide guidance to the child protection staff to ensure that stated goals and objectives are met, that the projects is appropriately monitored and evaluated, and that project reports are written and submitted in a timely manner.
    He/She will and ensure that child protection principles, CPMS and Tdh’s child protection in humanitarian crises policy are being incorporated into the emergency programs.
    He/she will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh’s Child Safeguarding Policy.
    Tdh expects that its contractors’ professional conduct reflect proper behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Terre des hommes and defends in all circumstances the interests of the movement.

    Function details:

    Program Planning and Implementation

    • Provide technical and management leadership to the Child Protection Program in accordance with best practice and Tdh’s policies.

    • Ensure that all planned child protection activities are implemented on time, within the budget, according to quality standards and as per the monthly plan.

    • With support from the CP managers, follow quarterly, monthly and weekly activity plans to achieve expected results. This includes planning of activities, and procurement.

    • Identify needs and gaps in programming and proactively suggest new activities to enhance the protection activities.

    • Contribute to the development of country sector strategic direction and plans.

    • Work closely with various partners to ensure better coordination and representation of Tdh.

    Monitoring and Reporting

    • Supervise (in collaboration with the CP humanitarian specialist) required evaluation of new situation or of the existing program to guarantee high quality intervention.

    • Contribute to integrate the last updated ODK toolsSupervise the CP teams and CP managers to conduct regular monitoring and evaluation activities, and on a regular basis liaise with partners to identify gaps and challenges as well as to ensure quality impact of the CP approach.

    • Work closely with M&E officer to ensure data are collected to better report on activities and to ensure quality services for beneficiaries.

    • Draft monthly reports in addition to other reporting tasks as per donors and partners requirements.

    Capacity building

    • Identify training needs and develop a capacity building strategy.

    • Provide follow-up child protection training where required.

    Coordination

    • Coordinate with other humanitarian partners and local authorities in the target areas, as relevant for the effective and efficient implementation of the CP projects.

    • Attend clusters and working groups, sub-clsuters and task forces.

    • Liaise with the local authorities to guarantee the acceptation of Tdh’s intervention and as much as possible the reinforcement of the existing CP system.

    • Advocacy and training (internal and external) on CPMS.

    Human resources management

    • To carry out necessary recruitment when needed, in respect to the local regulations, in collaboration with the CP Project Managers and in coordination with the Human Resource.

    • To provide CP Managers with ongoing staff monitoring, supervision, and support, including regular and constructive feedback.

    Security

    • Comply with Tdh Security Regulations.

    • Reports any security/safety incident and/or risk to the Emergency Coordinator**.**

    Child Safeguarding Policy

    • Raising awareness within the Foundation on violence against children.

    • Providing guidance to employees and others and defining expectations when it comes to preventing, raising, denouncing and responding to issues of child abuse.

    • Reducing the risk of child abuse by selectively recruiting employees and others.

    • Reducing the risk of child abuse by developing a culture of open and informed leadership within the organization and in our work with children.

    Context:

    Within its 2020 Strategy, Terre des hommes is engaging with private sector actors to tackling child labour in value chain in the most affected industry sectors such as agriculture, extraction and textile in Asia. Tdh covers four countries: India, Bangladesh, Myanmar and Nepal. The purpose of this position is to develop and drive Tdh private sector strategy work in Asia to tackle child labour in supply chain. To strengthen Tdh capacity to engage key private sector actors through operational partnerships, advocacy and collaboration. To raise Tdh profile in Asia as a technical expert and viable operational partner regarding private sector engagement on child labour issues in value chains and children on the move.

    Main responsibilities:

    You are responsible to build and implement strategic regional partnerships and projects with private sector actors as well as other relevant partners, managing and carrying out a set of activities within the operational, thematic, administrative, financial or logistical domains, as well as for the corresponding technical support. You ensure the regional impact of Terre des hommes programme and projects. You are responsible for programme management on a regional scale, ensure contextualization and coordinate integration into the region's matrix organization. You report directly to the Head of Programme based in Switzerland in close coordination with Head of Asia zone, and you lead and coordinate the development and implementation of the programme strategy, in line with institutional guidelines, geographical contextualization, complementarity, collegiality, transparency and efficiency.

    Function details:

    Drive Tdh private sector strategy in Asia for partnerships to tackle child labour in value chain:

    • Lead the regional intervention strategy and implementation in coordination with headquarters and country offices;

    • Co-lead on design and implementation of corporate partnership, advocacy, and collaboration strategies around the issue of child labour in value chain and children on the move;

    • Provide the regional and country projects with strategic guidance, analysis, and research on the private sector;

    • Lead and manage relationships with key private sector actors and networks to advance relevant organization priorities, including sustainability and corporate social responsibility networks; and

    • Proactively lead and manage regional and national partnerships with large enterprises in coordination with country representatives.

    Strengthen Tdh capacity to engage key private sector actors through partnerships, advocacy, and collaboration:

    • Provides leadership to national teams and partners, ensuring all activities are of a high quality and respond to assessed needs;

    • Provide analysis and technical guidance on private sector actors and markets to country office teams, program teams, and partners;

    • Develop regional strategies and tools for targeting and engaging with private sector actors relevant to Tdh operations, advocacy and collaboration;

    Profile:

    Education: Master’s degree in business administration, political sciences, international human rights law and/or related field – or equivalent combination of education, experience, and training

    Language: English language is a must – local language recommended

    Experiences and aptitudes:

    • 8-10 years of progressively responsible experience working in the private sector, sustainability or corporate social responsibility, human rights/child rights and/or related fields;

    Context:

    Following the massive displacement of more than 688,000 people into Bangladesh since end of August 2017, Tdh has put in place an important emergency response plan to provide relief to the Rohingya refugees, notably on health, WASH and protection. For the protection component this includes: PSS activities in CFSs and with Mobile Teams, Case Management & Alternative Care and Capacity Building in the mega camp in Kutupalong. Due to the growing needs, Tdh are looking to expand our CP activities to the smaller camps in Teknaf Upazila and we are looking to recruit a CPiE PM who will focus on project set up and implementation in our new areas of intervention. Activities would include PSS activities both in the Rohingya refugee camps (5 CFSs) and host communities (5 mobile teams), as well as Case Management for vulnerable and at risk children and Capacity Building for parents and local actors.

    Main responsibilities:

    Under the supervision of the Teknaf Field Coordinator, and in close collaboration with Child Protection Coordinator and 3 other CP Project Managers, the main purpose of the position is to implement emergency child protection projects under his/her responsibility with a specific focus on the delivery of quality PSS services to vulnerable and hard to reach children through static CFSs and mobile PSS teams and Case Management services to at risk and vulnerable children inclusing UASC.
    He/she works in complete line with the CP project strategy defined for the intervention. He/she works in close coordination with the governmental and non-governmental agencies, with the coordination system, to develop, monitor and orientate the CP project. He/she works with all relevant authorities at district and community level (civil, religious, police, militaries and all other services) for a better implementation, acceptance and ownership in improving the conditions to protect children. He/she will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh Child Protection Policy. Terre des hommes expects that its contractors’ professional conduct to reflect proper behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Terre des hommes and defends in all circumstances the interests of the movement.

    Function details:

    Team Management & Human Resources Management

    • Identify, recruit, train and manage programme staff.

    • Participate in ensuring a positive working environment and good team dynamics (solve potential conflicts), support coordination meetings and follow the staff under his/her direct responsibility on a regular basis.

    • Create conditions for a good flow of operational information (verbal exchanges, e-mails, sitreps, reports, etc.).

    • Participate in the delegation coordination meetings.

    • Develop his/her subordinates' self-reliance and encourage collaboration.

    Project Management

    • Develop, implement and monitor the Child Protection in Emergency Project, in accordance with multiple objectives, activities and targets outlined within current donor proposal and in line with projects’ budget.

    • Ensure that activities are appropriately monitored and evaluated.

    • Follow up on the Child Protection situation in Cox’s Bazar and propose adjustments of the project strategy if needed.

    • Identify logistic and admin support needs related to the CPiE Project and communicate these to the relevant log/admin support person(s).

    • Forecast and follow up on expenditures related to the project.

    • Participate in budget revision exercises and prepare when relevant timely purchase requests in line with the project needs.

    • Prepare timely procurement plans purchase requests in line with the project needs.

    • Support required actions by the administration related to protection team management and supervision.

    • Identify logistic and admin support needs related to the project and communicate these to the relevant log/admin support person(s).

    Project Strategy, reporting and planning

    • Ensure donor and internal reporting.

    • Feed information to the relevant Tdh colleagues.

    • Participate in designing strategies and objectives for improved support to beneficiaries and contribute actively in its monitoring, evaluation and revision.

    • Participate in CP and PSS assessments in its geographical zone of intervention or outside.

    • Participate in the review of the strategy for Cox’s Bazar.

    Coordination and representation

    • Work in close collaboration and consultation with available government structures, non-government actors, cluster system.

    • Coordinate with other departments (programme and support) as necessary.

    • Increase Tdh visibility in terms of CP in Teknaf Upazila.

    • Participate in all relevant meetings.

    Abuse Prevention Policy – Child SafeguardingPolicy (CPP) – Operational Risk Management

    • Undertake to ensure the best possible implementation of the Child Safeguarding Policy (CSP) and operational risk management in his/her intervention zone and within project teams (in the case of an identified problem, contact the Head of Delegation to report it).

    • Assist in the implementation of resources for promoting awareness and supervision necessary for his/her local colleagues to adhere to the Child Safeguarding Policy (CSP) and operational risk management.

    • Participate in monitoring protection cases, allegations or possible/potential violations of the Child Protection Policy under the supervision of the CP Coordinator.

    • Analyse the security situation in his/her area and inform line management.

    • Check that the members of staff in his area(s) are in fact following safety procedures.

    Technical objectives

    • Implementation of quality PSS and CM activities in targeted area to respond to the protection needs of vulnerable children.

    • Ensure the PSS and CM component implemented is consistent with, aligned and where possible interlinked with existing CP system and adheres to the main inter-agency standard operating procedures in CPiE.

    • Ensure monitoring system and tools are in place for the follow-up of all PSS and CM activities.

    • Ensure appropriate information management protocol is in place, particularly in terms of confidentiality of data.

    • Conduct training on PSS, CM and CPiE for field staff when necessary.

    • Ensure regular communication with the other Project Managers and the Child Protection Coordinator on updates, achievements and challenges through meetings, reports and ad hoc communication upon request and needs.

    • Contribute to the implementation of the CPMS institutionalization strategy in close coordination with the in-country focal points and the technical referent at HQ.

    Profile:

    • Degree in Social Work, social sciences, psychology or other related background.

    • Good project management experience in emergency and/or development programmes.

    • At least 2 years experience in a similar position in the field and with refugees/IDPs.

    • Proven expertise/knowledge/experience in Protection and PSS.

    • Good knowledge and experience in logistics, administration and finance.

    • Significant knowledge of international humanitarian response.

    • Excellent written and spoken English.

    • Advanced IT skills.

    • Excellent writing, reporting and communication skills.

    • Ability to work in an inter cultural environment and in insecure locations.

    Main responsibilities

    We are looking for qualified professionals at different hierarchical levels of responsibility to plan, manage and coordinate the implementation of child protection programs/projects in humanitarian contexts and to contribute to the development and expansion of child protection programming.
    Depending on the level of responsibility, s/he will contribute to the design and implementation of Tdh’s child protection strategy in the country.     Fonction details :

    The child protection personnel is expected to have different levels of proficiency in the following tasks (the list is not exhaustive):

    • Develop, implement and monitor quality child protection emergency program/project(s), in accordance with its multiple objectives, activities and targets as outlined in donor proposals and in line with projects’ budget, work-plan and logical framework.
    • Monitor the child protection situation in the intervention area(s), the impact of the project’s activities and propose adjustments of the project strategy if needed.
    • Create and implement a communication and visibility plan of the project(s) in line with Tdh and the respective donor’s communication guidelines.
